MINUTES
CITY COUNCIL
JUNE 26, 1996
issued licenses to two or three companies, and there
could be another three licenses issued by the end of
the year.
Green reported that two PCS companies have received
licenses. A third was issued for Minnesota, but that
company has dropped the license.
The Administrator pointed out that the City could have
a proliferation of towers, and it is appropriate to
come up with a policy on this matter.
Green reported that his firm would like to start
construction of the tower in July.
Fahey asked about recent changes to the City's
ordinance regulating towers.
The Planner replied that towers have always required a
conditional use permit. The City did amend the
ordinance in the recent past putting a height
limitation of 200 feet on free-standing towers.
Fahey stated that he was not in favor of delaying
action on this CUP, and was inclined to approve it
subject to a monopole tower that will accommodate more
than one user. Fahey asked if a user fee in lieu of
taxes was feasible.
The Administrator felt the initial concern was the
number of towers and their location. He suggested a
moratorium could be placed on new tower construction,
but allowing co-locations during the moratorium period.
The Administrator indicated he would have to research
the issue of user fees.
The Administrative Assistant reported that some cities
are limiting tower construction to public property so
they can charge rent for the tower.
Fahey stated that he saw no compelling reason to delay
action or deny this application. Fahey pointed out APT
made application under the existing ordinance. Fahey
also indicated he was not opposed to studying the
entire issue further.
Pedersen asked if the City could require APT provide
the City and/or Fire Department with free access to its
service. It was suggested this issue can be discussed
as part of the lease negotiation for the water tower.
It was suggested the Fire Chief be contacted to
24
