MINUTES <br />CITY COUNCIL <br />JUNE 26, 1996 <br />issued licenses to two or three companies, and there <br />could be another three licenses issued by the end of <br />the year. <br />Green reported that two PCS companies have received <br />licenses. A third was issued for Minnesota, but that <br />company has dropped the license. <br />The Administrator pointed out that the City could have <br />a proliferation of towers, and it is appropriate to <br />come up with a policy on this matter. <br />Green reported that his firm would like to start <br />construction of the tower in July. <br />Fahey asked about recent changes to the City's <br />ordinance regulating towers. <br />The Planner replied that towers have always required a <br />conditional use permit. The City did amend the <br />ordinance in the recent past putting a height <br />limitation of 200 feet on free-standing towers. <br />Fahey stated that he was not in favor of delaying <br />action on this CUP, and was inclined to approve it <br />subject to a monopole tower that will accommodate more <br />than one user. Fahey asked if a user fee in lieu of <br />taxes was feasible. <br />The Administrator felt the initial concern was the <br />number of towers and their location. He suggested a <br />moratorium could be placed on new tower construction, <br />but allowing co-locations during the moratorium period. <br />The Administrator indicated he would have to research <br />the issue of user fees. <br />The Administrative Assistant reported that some cities <br />are limiting tower construction to public property so <br />they can charge rent for the tower. <br />Fahey stated that he saw no compelling reason to delay <br />action or deny this application. Fahey pointed out APT <br />made application under the existing ordinance. Fahey <br />also indicated he was not opposed to studying the <br />entire issue further. <br />Pedersen asked if the City could require APT provide <br />the City and/or Fire Department with free access to its <br />service. It was suggested this issue can be discussed <br />as part of the lease negotiation for the water tower. <br />It was suggested the Fire Chief be contacted to <br />24 <br />
