MINUTE5 CITY COUNCIL JiTNE 26, 1996 determine if the Fire Department has any needs in this reqard. Green reported that if co-location is required, he did not know of a monopole tower which would support more than two users. Council discussed lease rates and it was their consensus the lease rate for a co-location should not exceed the rate the City leases antenna space on the water tower by 500. Green reported that typically companies will do a swap of co-locations. There were no comments from the general public present on this issue. Upon motion by LaValle, seconded by Pedersen, the public hearing was closed. Mr. Fahey introduced the following resolution and moved its adoption: RESOLUTION NO. 96-6-153 - APPROVING THE CONDITIONAL USE PERMIT REQUESTED BY CRAIG GREEN, APT, TO ALLOW CONSTRUCTION OF A 151.5 FOOT FREE-STANDING CELL TOWER SUBJECT TO A MONOPOLE TOWER DESIGN WHICH WILL ACCOMMODATE AT LEAST ONE OTHER USER WITH A SIMILAR NUMBER OF ANTENNAS AS USED BY APT, AND SUBJECT TO LEASE RATE FOR CO-LOCATION NOT TO EXCEED THE RATE THE CITY LEASES WATER TOWER SPACE TO APT BY MORE THAN 50%, AND SUBJECT TO SATISFACTORY REVIEW OF SPECIFICATIONS AND CONSTRUCTION BY TIIE CITY ENGINEER, AND SUBJECT TO COMPLIANCE WITH THE RECOMMENDATIONS OF THE CITY PLANNER AS OUTLINED IN HIS REPORT DATED JUNE 7, 1996 The foregoing resolution was duly seconded by LaValle. Ayes (3) Fahey, LaValle, Pedersen. Nays (2) Scalze, Morelan. Resolution declared adopted. Mr. Morelan introduced the following resolution and moved its adoption: RESOLUTION N0. 96-6-154 - INSTRUCTING THE CITY ATTORNEY TO PREPARE AN ORDINANCE ESTABLISHING A SIX-MONTH MORATORIUM ON THE CONSTRUCTION OF FREE-STANDING CELL TOWERS WITH THE STIPULATION THAT CO-LOCATIONS OF CELL ANTENNAS WOULD BE ALLOWED DURING THE MORATORIUM PERIOD The foregoing resolution was duly seconded by Scalze.
