MINUTE5 <br />CITY COUNCIL <br />JiTNE 26, 1996 <br />determine if the Fire Department has any needs in this <br />reqard. <br />Green reported that if co-location is required, he did <br />not know of a monopole tower which would support more <br />than two users. <br />Council discussed lease rates and it was their <br />consensus the lease rate for a co-location should not <br />exceed the rate the City leases antenna space on the <br />water tower by 500. <br />Green reported that typically companies will do a swap <br />of co-locations. <br />There were no comments from the general public present <br />on this issue. <br />Upon motion by LaValle, seconded by Pedersen, the <br />public hearing was closed. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION NO. 96-6-153 - APPROVING THE CONDITIONAL USE <br />PERMIT REQUESTED BY CRAIG GREEN, APT, TO ALLOW <br />CONSTRUCTION OF A 151.5 FOOT FREE-STANDING CELL TOWER <br />SUBJECT TO A MONOPOLE TOWER DESIGN WHICH WILL <br />ACCOMMODATE AT LEAST ONE OTHER USER WITH A SIMILAR <br />NUMBER OF ANTENNAS AS USED BY APT, AND SUBJECT TO LEASE <br />RATE FOR CO-LOCATION NOT TO EXCEED THE RATE THE CITY <br />LEASES WATER TOWER SPACE TO APT BY MORE THAN 50%, AND <br />SUBJECT TO SATISFACTORY REVIEW OF SPECIFICATIONS AND <br />CONSTRUCTION BY TIIE CITY ENGINEER, AND SUBJECT TO <br />COMPLIANCE WITH THE RECOMMENDATIONS OF THE CITY PLANNER <br />AS OUTLINED IN HIS REPORT DATED JUNE 7, 1996 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (3) Fahey, LaValle, Pedersen. <br />Nays (2) Scalze, Morelan. Resolution declared adopted. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 96-6-154 - INSTRUCTING THE CITY ATTORNEY <br />TO PREPARE AN ORDINANCE ESTABLISHING A SIX-MONTH <br />MORATORIUM ON THE CONSTRUCTION OF FREE-STANDING CELL <br />TOWERS WITH THE STIPULATION THAT CO-LOCATIONS OF CELL <br />ANTENNAS WOULD BE ALLOWED DURING THE MORATORIUM PERIOD <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, Fahey, Pedersen, LaValle. <br />25 <br />
