MINUTES <br />CITY COUNCIL <br />JUNE 26, 1996 <br />Vendor Penalties <br />lst Offense <br />2nd Offense <br />3rd Offense <br />4th Offense <br />Additional p <br />$200; <br />$500~ <br />$1,000 or <br />$1,500 oY <br />~nalties for <br />Clerk Penalties - <br />lst Offense $100; <br />2nd Offense $125; <br />3rd Offense $150. <br />5 day suspension; <br />5 day suspension; <br />further violations. <br />Vending Machines restricted with a lock-out device <br />or use of tokens. <br />No,self-service less than a carton. <br />Compliance Checks required. <br />Morelan felt that this was a starting point for <br />discussion, and suggested that the license holders be <br />brought in to discuss this proposal. <br />Fahey stated that he did not want to place undue <br />restrictions on the adult population, and felt it was <br />more important to make access to tobacco products <br />reasonably difficult for youth. <br />However, it was the consensus of the Council to invite <br />cigarette license holders in to discuss the issue. <br />Fahey instructed staff to notify license holders that <br />the matter will be discussed at the Council's July 24th <br />meeting. A listing of proposed restrictions should be <br />included as well as information on what other cities <br />are doing. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-6-155 - INSTRUCTING CITY STAFF TO <br />NOTIFY CIGARETTE LICENSE HOLDERS TIiAT THE COUNCIL WILL <br />DISCUSS THE ISSUE OF RESTRICTION OF TOBACCO SALES AT <br />THEIR JULY 24, 1996 REGULAR COUNCIL MEETING, PROVIDING <br />INFORMATION ON PROPOSED RESTRICTIONS AND WHAT OTHER <br />CITIES ARE DOING IN TIIIS REGARD <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) LaValle, Morelan, Scalze, Pedersen, Fahey. <br />Nays (0). Resolution declared adopted. <br />28 <br />
