MINUTES <br />CITY COUNCIL <br />JUI,Y 1, 1996 <br />Schroeder felt the circle would be a good introduction <br />into the redevelopment area. The center of the circle <br />would be a planted median. <br />Scalze asked how the circle would affect pedestrian <br />traffic. <br />Chamberlain replied that Mound put a circle in because <br />of pedestrian traffic. The circle allows pedestrians <br />to cross just half the street at a time. <br />Morelan felt the design must take into consideration <br />future traffic in the area, and pointed out the <br />potential for a housing development at Little Canada <br />Road and Jackson Street. <br />Schroeder indicated that traffic in this area 20 years <br />from now is proposed at 1.4 times its current level. <br />The proposals presented this evening would accommodate <br />those traffic levels. <br />LaValle asked the amount of right-of-way needed for a <br />circle. <br />Schroeder replied that there appears to be adequate <br />right-of-way. There may be some conflict in that the <br />road would get closer to the Tom Thumb building. <br />5chroeder stated that his firm would like to see a <br />balance of entry statements at either end of the <br />redevelopment area along Little Canada Road. Schroeder <br />did not feel the traffic circle would add significantly <br />more cost. <br />Scalze pointed out that it would add cost if the <br />intersection is not scheduled for reconstruction. <br />Therefore, the traffic circle is added cost. <br />Schroeder reported that he has not gone through the <br />costs and was not sure what the County would pay for as <br />part of the turn-back of Little Canada Road to the <br />City. Schroeder pointed out that there are two issues <br />of character. One is to provide a good introduction on <br />either end of Little Canada Road. The other is to <br />maintain qualities of the area when the road narrows. <br />The narrow road feels like a small country road along <br />Round Lake. Schroeder felt it was important to <br />maintain that feeling, yet still give the road a <br />parkway appearance. <br />Schroeder stated that the next issue he would like to <br />discuss is parking along Middle Street and Market Place <br />3 <br />
