MINU'PES <br />CITY COUNCIL <br />J[TLY 10, 1996 <br />Land Use Plan contained in the City~s Comprehensive <br />Plan. A developer must also demonstrate that his or <br />her proposal is compatible with existing land uses. <br />The Planner reported that the Land Use Plan is a tool <br />used in infrastructure planning as well as park <br />development and other community facility planning. <br />The Planner reported the proposed Land Use Plan for the <br />east side of the freeway generally reflects existing <br />land use patterns. The primary change is the potential <br />extension of industrial land use to the east between <br />the NSP powerline and County Road D from DeSoto Street <br />almost to Edgerton Street. The other primary change is <br />that the Comp Plan encourages the long term transition <br />back to low-density residential for property at the <br />intersection of Edgerton Street and County Road D. <br />There is a parcel in this area which is zoned <br />Industrial. The Planner pointed out that the <br />surrounding neighborhood is R-1. <br />There was no one from the general public present <br />wishing to comment on this matter. <br />Upon motion by LaValle, seconded by Morelan, the public <br />hearing was closed. <br />Fahey pointed out that the Planning Commission and City <br />Counci7. have spent many months working on the <br />Comprehensive Plan update. There were no questions <br />from the Council on the Comp Plan. <br />MINUTES Mr. Morelan introduced the followinq resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-7-157 - APPROVING TI3E MINUTES OF THE <br />JUNE 26, 1996 REGULAR COUNCIL MEETING AS SUBMITTED <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Morelan, LaValle, Fahey, Scalze. <br />Nays (0). Resolution declared adopted. <br />ANNOUNCEMENT Mayor Fahey announced that the City has received a <br />donation of $5,000 from the North Ramsey 500th Lions <br />Club to be used toward the cost of construction of a <br />new picnic shelter in Spooner Park. Fahey thanked the <br />Lions Club for their generosity. Estimated project <br />cost is $120,000. To date, the City has received <br />donations from Lake Owasso in the amount of $10,000 and <br />from Canadian Days in the amount of $20,000. The City <br />
