MINUTES CITY COUNCIL J[7LY 10, 1996 CONSENT AGENDA has $60,000 budgeted for this project. That leaves an unfunded balance of $25,000. The City is hopeful that additional donations will be received to offset this unfunded balance. Mr. LaValle introduced the following resolution and moved its adoption: RESOLUTION NO. 96-7-158 - APPROVING THE CONSENT AGENDA WHICA CONTAINS THE FOLLOWING: *APPROVAL OF TEMPORARY LIQT70R LICENSE AS REQUESTED BY THE CANADIAN DAYS COMMITTEE FOR CANADIAN DAYS CELEBRATION TO BE HELD AUGUST 9, 10, 11, 1996; *APPROVAL OF EXEMPTION FROM LAWFUL GAMBLING LICENSE AS REQUESTED BY THE NORTH ST. PAUL LIONS CLUB FOR A RAFFLE TO BE HELD ON AUGUST 25, 1996; *APPROVAL OF THE VOUCHERS The foregoing resolution was duly seconded by Morelan. Ayes (4) LaValle, Morelan, Fahey, Scalze. Nays (0). Resolution declared adopted. MORATORIUM The Council reviewed the proposed ordinance which ON NEW establishes a six-month moratorium on the construction FREE-STANDING of new free-standing towers pending the City's CELL TOWIItS study of this issue. Mr. Morelan introduced the following ordinance and moved its adoption: ORDINANCE NO. 439 - AN INTERIM ORDINANCE ESTABLISHING A MORATORTUM ON TfiE CONSTRUCTION OF TELEVISION, RADIO, OR TELEPHONE TRANSMISSION OR RECEIVING FACILITIES OF CERTAIN HEIGHTS IN ALL ZONING DISTRICTS The foregoing ordinance was duly seconded by LaValle. Ayes (4) Morelan, LaValle, Fahey, Scalze. Nays (0). Resolution declared adopted. ADOPTION Council reviewed the proposed Comprehensive Plan OF COMP update as considered and revised at the June 26th and PLAN July lOth public hearings. The City Planner noted that the next step would be to incorporate both the Park Master Plan and the Redevelopment Plan as sections of the Comprehensive Plan.
