MINUTES <br />CITY COUNCIL <br />J[7LY 10, 1996 <br />CONSENT <br />AGENDA <br />has $60,000 budgeted for this project. That leaves an <br />unfunded balance of $25,000. The City is hopeful that <br />additional donations will be received to offset this <br />unfunded balance. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-7-158 - APPROVING THE CONSENT AGENDA <br />WHICA CONTAINS THE FOLLOWING: <br />*APPROVAL OF TEMPORARY LIQT70R LICENSE AS REQUESTED BY <br />THE CANADIAN DAYS COMMITTEE FOR CANADIAN DAYS <br />CELEBRATION TO BE HELD AUGUST 9, 10, 11, 1996; <br />*APPROVAL OF EXEMPTION FROM LAWFUL GAMBLING LICENSE AS <br />REQUESTED BY THE NORTH ST. PAUL LIONS CLUB FOR A <br />RAFFLE TO BE HELD ON AUGUST 25, 1996; <br />*APPROVAL OF THE VOUCHERS <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (4) LaValle, Morelan, Fahey, Scalze. <br />Nays (0). Resolution declared adopted. <br />MORATORIUM The Council reviewed the proposed ordinance which <br />ON NEW establishes a six-month moratorium on the construction <br />FREE-STANDING of new free-standing towers pending the City's <br />CELL TOWIItS study of this issue. <br />Mr. Morelan introduced the following ordinance and <br />moved its adoption: <br />ORDINANCE NO. 439 - AN INTERIM ORDINANCE ESTABLISHING A <br />MORATORTUM ON TfiE CONSTRUCTION OF TELEVISION, RADIO, OR <br />TELEPHONE TRANSMISSION OR RECEIVING FACILITIES OF <br />CERTAIN HEIGHTS IN ALL ZONING DISTRICTS <br />The foregoing ordinance was duly seconded by LaValle. <br />Ayes (4) Morelan, LaValle, Fahey, Scalze. <br />Nays (0). Resolution declared adopted. <br />ADOPTION Council reviewed the proposed Comprehensive Plan <br />OF COMP update as considered and revised at the June 26th and <br />PLAN July lOth public hearings. The City Planner noted that <br />the next step would be to incorporate both the Park <br />Master Plan and the Redevelopment Plan as sections of <br />the Comprehensive Plan. This document will then be <br />sent to the Metropolitan Council for their review and <br />3 <br />
