MINUTES <br />CITY COUNCIL <br />AUGUST 28, 1996 <br />Fahey suggested the matter be referred to the Planning <br />Commission for their comment. <br />Scalze felt this was a commercial use and should be <br />located in a commercial area. Scalze pointed that the <br />business would be dependent on drive-by traffic. This <br />is one of the reasons commercial recreational uses in <br />Industrial areas were limited. <br />Johnson reported that the business needs a certain <br />amount of ceiling clearance for the batting cages and <br />basketball courts. It is rare to find this clearance <br />in commercial areas. Johnson reported that in St. Paul <br />his business is tucked into an industrial area. <br />Johnson pointed out the customer only needs to find <br />Grand Slam the first time. <br />Fahey asked if a text amendment is necessary, <br />suggesting the use might fit the criteria for private <br />clubs and/or sports clubs. <br />Marine felt the use was similar to a sports club. <br />Fahey stated that he felt the use was consistent with <br />the BW Zoning District, and he would not oppose a text <br />amendment. <br />Morelan felt a text amendment was not necessary, and <br />the issue was a matter of interpretation of the <br />existing code. <br />Scalze questioned the hours the facility would be open <br />for parties. <br />Johnson replied that typically Grand Slam closes at 9 <br />or 10 p.m. However, they would be willing to extend <br />those hours for a party, even possibly doing overnight <br />parties for children. <br />The City Attorney indicated he would be more <br />comfortable with the use locating in the industrial <br />park provided a text amendment is approved clarifying <br />this issue. <br />Denise Moore, representing the ownership of North Star <br />Estates Mobilehome Court, reported that there are 211 <br />homes in the mobilehome court and she was concerned <br />about large numbers of children roaming unsupervised. <br />Fahey suggested if a problem becomes apparent, the City <br />could impose reasonable regulations to address the <br />10 <br />
