MINUTES <br />CITY COUNCIL <br />AUGUST 28, 1996 <br />THE VIKING DRIVE RESIDENTS IN THE COMMUNITY ROADSIDE <br />LANDSCAPING PARTNERSHIP PROGF2AM <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Pedersen, Fahey, Morelan. <br />Nays (0). Resolution declared adopted. <br />DI-MED Mr. Steve Marine, Di-Med Corporation, and Todd <br />REQUEST TO Johnson, Grand Slam, reported that Grand Slam would <br />LoCATE like to locate in a portion of the Di-Med building <br />GRAND SLAM in Yorkton Industrial Park. Grand Slam is a <br />IN THEIR recreational use which has indoor baseball and <br />BUILDING softball batting cages, an indoor basketball court as <br />well as video games. <br />The City Planner reported that the question is whether <br />or not the Grand Slam use fit the City's definition of <br />recreational use. <br />Scalze felt recreational uses were limited in the <br />BW and Industrial Zoning Districts in order to keep <br />certain types of recreational uses in commercial areas. <br />Scalze stated she felt Grand Slam was more <br />appropriately located in a commercial area. <br />Todd Johnson reported that Grand Slam is a franchise <br />which operates individual indoor baseball and softball <br />batting cages. There would also be a couple of <br />basketball courts, a pro shop, and small concession <br />area. Hours of operation vary throughout the year. <br />The facility would be available for rent for birthday <br />parties, team parties, etc. Johnson reported that his <br />business is currently located in St. Paul, typical <br />hours of operation are 3 p.m. to 9 p.m, weekdays, and <br />10:30 a.m, to 6 p.m. weekends. Spring and summer hours <br />may run from 10:30 a.m. to 10 p.m. weekdays and 9 a.m. <br />to 9 p.m. weekends. <br />Morelan asked if the business fit the definition for <br />private handball, recreational or tennis club. <br />The Planner pointed out that Grand Slam would be open <br />to the public. The closest definition which would fit <br />the operation would be that of a sport or health club. <br />Morelan stated that he saw no difference between the <br />Grand Slam operation and a bowling alley, for example. <br />Morelan felt the use met the spirit of the Code. <br />Morelan suggested that perhaps a text amendment would <br />be necessary to address the use clearly. <br />9 <br />
