MINUTES <br />CITY COUNCIL <br />AUGUST 28, 1996 <br />Scalze pointed out that there is a vacant Little Canada <br />lot which could be used to provide access to the backs <br />of the Little Canada properties. <br />Fahey reported that he is a property owner in the area, <br />and would like to provide his citizen's view. Fahey <br />felt the issue should be studied jointly by both <br />cities. There is an access issue which affects Little <br />Canada properties, and these properties should not be <br />landlocked. If the study shows there are other options <br />for providing access to the Little Canada properties, <br />that is fine. However, that determination cannot be <br />made between now and September 3rd when the issue goes <br />to the Maplewood Planning Commission. Fahey indicated <br />the Watershed did not do a study of the area. Fahey <br />felt action on this matter was inappropriate until all <br />the facts are known. <br />Scalze felt it was important to have a cooperative <br />discussion going between the two cities. Scalze stated <br />that she would like the City Planner or staff to look <br />at other ways to accommodate access to the Little <br />Canada properties. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 96-8-212 - REQUESTING THE CITY OF <br />MAPLEWOOD TABLE ACTION ON THIS MATTER PENDING FURTHER <br />STUDY AND A COOPERATIVE REVIEW BY THE WATERSHED AND THE <br />TWO CITIES TO ENSURE THAT THE INTERESTS OF BOTH CITIES <br />ARE ADDRESSED <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (4) LaValle, Morelan, Scalze, Pedersen. <br />Nays (0). <br />Abstentions (1) Fahey. Resolution declared adopted. <br />Scalze indicated her concern was there would be other <br />things which would block access to the Little Canada <br />properties should Maplewood decide to purchase the <br />property for open space. Scalze pointed out that a <br />building permit could be requested for the vacant <br />Arcade Street lot. Scalze suggested a moratorium be <br />called to prevent development in that area which would <br />block access. <br />The Administrator reported that Maplewood indicated <br />they would maintain the easement area through the <br />property. The Administrator suggested that property <br />owners in the area may have use of that easement. The <br />21 <br />
