MINUTES <br />CITY COUNCIL <br />SEPTEt4BER 9 ~ 1996 <br />is pretty close to what the City would pay for a full- <br />time employee. However, there has been a good deal of <br />building activity during 1996. There is also the level <br />of competency to consider. Furthermore, should we see <br />a decline in building activity, our expense will see a <br />corresponding drop. <br />Council discussed the proposed Code <br />Enforcement/Secretarial position budgeted for 1997. <br />The Administrator indicated he has allocated the salary <br />for this position half to Code Enforcement, and half <br />divided equally between Administration, Sewer and <br />Water. The Administrator indicated that code <br />enforcement will be a fairly seasonal activity, and he <br />anticipated the position would also be responsible for <br />accounting coding, payroll, and secretarial duties. <br />Fahey indicated he would like to know the competencies, <br />education, and background of the individual the City is <br />considering for this position. <br />The Administrator indicated he assumed further <br />discussions of this position would occur at future <br />budget workshops. <br />Fahey suggested if the City is considering creating a <br />full-time position, perhaps the position should be <br />posted and advertised. A job description needs to be <br />drafted, and qualifications determined. Fahey felt the <br />City needed to make sure it was complying with past <br />practice. <br />The Administrator felt it would be difficult to find an <br />individual to fill a combination code <br />enforcement/secretarial position. The Administrator <br />pointed out that in the past the City had hired interns <br />to do code enforcement, and this has not worked well. <br />Over this past summer, Mary Granley has done code <br />enforcement on a temporary basis, and that has worked <br />out very well. The Administrator reported that he has <br />discussed with other cities how they address code <br />enforcement, and most have a community services officer <br />performing those duties. <br />Morelan felt someone with a planning background may be <br />interested in the job, but there would be a high <br />turnover in the job with this type of individual. <br />Fahey pointed out the new position would result in an <br />additional 16 hours per week in code enforcement if the <br />individual filling the position would also pick up Bev <br />Jespersen's duties. <br />3 <br />
