MINUTES <br />CITY COUNCIL <br />SEPTII~'tBER 9, 1996 <br />Pedersen pointed out that Mary Granley has successfully <br />performed code enforcement duties for the past 3 or 4 <br />months. Therefore, the Council knows she can do the <br />job. <br />Morelan indicated that changing the part-time <br />secretarial position to a full-time code <br />enforcement/secretarial position is similar to what the <br />City did when Merri Nadeau began full-time employment. <br />Morelan asked if a part-time receptionist was feasible. <br />The City Administrator did not believe so pointing out <br />the customer service side and the need to maintain <br />continuity in that position. The Administrator also <br />felt the workload of the staff warranted that the <br />receptionist position remain full-time. The <br />Administrator reported that he hoped to have the <br />receptionist perform account codinq functions, and that <br />there was a need for designated support staff for the <br />Parks & Recreation Department. The Administrator felt <br />the City had a unique opportunity in moving Mary <br />Granley into the full-time code enforcement/secretarial <br />position. <br />The Council continued its review of General Fund <br />expenditures with the Administrator pointing out that <br />City Attorney costs are increasing by 8.8% due to an <br />increase in gross misdemeanor prosecution. <br />The Administrator highlighted the City Hall portion of <br />the budget, noting that the increase is due to <br />additional money being budgeted for cleaning staff. <br />The Administrator also reported that he has not <br />budgeted any 10% Fund monies under Economic Development <br />at this point, due to the need to prioritize 10% <br />Funding requests. If expenditures are added, an <br />offsetting revenue would be as well. This issue will <br />be addressed at future workshops. <br />The Sheriff's budget was discussed, and LaValle noted <br />that the White Bear School District has cut the <br />D.A.R.E. program from its budget. LaValle asked if <br />Little Canada would be responsible for a portion of <br />this cost given the Twin Lake Road area is within that <br />District. <br />Pedersen asked how the benefit of D.A.R.E. is measured, <br />pointing out that Little Canada spends $18,000 on this <br />program. Morelan felt the benefit would be tough to <br />quantify. <br />4 <br />
