MINUTES <br />CITY COUNCIL <br />SEPTII~fBER 11, 1996 <br />on-street parking occurring on East Rose Place. Public <br />Works has reviewed these two streets and is <br />recommending the north side of East Rose Place be <br />posted as no parking. Sylvan Street is currently <br />posted as no parking on the east side of the street. <br />Public Works is recommending no change on that street, <br />unless otherwise requested by the property owners. <br />Dave Frison, 145 East Rose Place, felt posting one side <br />of East Rose Place as no parking would effect some <br />property owners more than others. Frison reported that <br />he did not want to upset property owners in the area, <br />but brought the problem to the attention of the Council <br />in order that a public safety problem can be resolved. <br />Frison reported that there is one problem area on the <br />street which needs attention. Frison was concerned <br />that a child will be hurt because of the on-street <br />parking problem. Frison suggested postinq the area "no <br />overnight parking" would be a start. However, a clean <br />up of the area is needed. <br />Sue Tako, 146 East Rose Place, indicated that she had <br />three concerns. The first is snow removal, the second <br />is vehicles regularly parked on the street for extended <br />periods of time (48 hours or more), and the third is <br />the congestion on East Rose Place which makes turning <br />from Jackson Street onto East Rose Place difficult. <br />Tako felt a no overnight parking ban would be <br />consistent with what has been done on Demont Street. <br />Dave Peterson, 124 East Rose Place, reported that he <br />has children with cars, and it is difficult to keep all <br />the vehicles in his driveway. Peterson also reported <br />that he has overnight guests on occasion, and an <br />overnight parking ban would be a problem. <br />Linda Meyer, 132 East Rose Place, reported that she <br />supported an overnight parking ban, pointing out there <br />are vehicles left parked on the street for over a week <br />at times. Meyer noted that residents could request an <br />overnight parking permit when it was needed. Meyer <br />indicated she has young children and was concerned <br />about their safety. <br />Sharon Rogholt, 2713 Sylvan Street, reported that one <br />side of Sylvan Street is residential, while the other <br />is multi-family rental. There is no parking posted on <br />the rental side of the street. As a result, residents <br />from the rentals park their vehicles on the west side <br />of the street, the residential side. These vehicles <br />have blocked driveways on occasion, and make it <br />10 <br />
