MINUTES
CITY COUNCIL
SEPTEP~BER 11, 1996
difficult to get in and out of driveways. The on-
street parking also results in terrible snow removal.
Rogholt reported that the rental units have adequate
off-street parking, therefore, there is no reason for
the on-street parking. Rogholt reported that she would
prefer the west side of Sylvan be posted as no parking,
but would settle for an overnight parking ban. Rogholt
also reported there are several children residing in
this area, and she was concerned for their safety.
The resident at 2604 Lakeshore Avenue stated that he
was in favor of the parking ban on East Rose Place due
to the congestion on the street from the on-street
parking. He pointed out there are vehicles parked on
the street while driveways are sitting vacant.
Fahey indicated that he drove through the area and
there seemed to be adequate on-street parking.
Dave Kegley, 121 East Rose Place, stated he did not
favor the parking ban. While he could understand the
problem with vehicles parking on the street, he did not
feel the overnight parking ban would solve the public
safety issue. Kegley indicated he would not oppose a
parking ban on one side of the street. Kegley reported
that he comes from a large family and often has
visitors. His children also play basketball in the
driveway, and it would be an inconvenience not to be
able to park his vehicles on the street to keep the
driveway clear.
Patricia Bello, 116 East Rose Place, indicated that
being able to park on the street was a convenience.
Bello reported that she and her husband have a business
vehicle, and they often park a vehicle on the street in
order that they can get other vehicles in and out of
the driveway. On-street parking is also a convenience
when they have overnight guests. Bello felt the
problem was with vehicles racing up and down the
street. Bello stated that she did not support the
parking ban.
Fahey asked if it were reasonable to impact a
residential neighborhood with a business use.
Bello reported that their business vehicle is a cargo
van, and they do park on street at times in order to
more easily move vehicles in and out of their driveway.
Frison indicated he can see both sides of the issue.
Frison felt perhaps the parking ban was not the answer
11
