MINiITES <br />CITY COUNCIL <br />SEPTEt4BER 11, 1996 <br />Kroos felt only 50 or 60 square feet would be <br />eliminated, and eliminating that footage would move the <br />vestibule right in front of the counter area. <br />Pedersen pointed out that there appears to be an empty <br />cavity behind the Council table, and asked if this area <br />could be opened up to widen the space in the Historical <br />Society Addition. Morelan agreed the extra space would <br />open up traffic flow and site lines. <br />Kroos replied that that option could be looked at. <br />With regard to cost impacts, Kroos pointed out that <br />cost estimating was completed by an independent cost <br />estimating source. The preliminary construction <br />estimate for the Historical Society addition is <br />$264,400 on the concept level, or $132.00 per square <br />foot. According to the preliminary estimate, it will <br />cost approximately $8,800 more to retrofit the existing <br />public restrooms than to provide a new ADA compliant <br />restroom in the Historical Society Addition. <br />Kroos reported that the project is a small one which <br />results in higher square footage costs. The estimates <br />are preliminary, and not based on competitive bid. <br />Kroos felt competitive bids will result in a reduced <br />cost. <br />Morelan asked how the square footage cost of new <br />construction would compare to an addition. <br />Kroos felt the cost would be close to the same. Kroos <br />noted that there is a cost savings due to the perimeter <br />walls which would be shared. <br />Fahey pointed out that the Historical Society Addition <br />would make the City Council chambers more multi- <br />purpose. <br />Scalze asked if a stand-alone facility would require <br />larger bathroom facilities. <br />Kroos did not believe so. However, from a practical <br />point of view there would be a preference for <br />individual sex bathrooms. <br />Morelan asked the estimated life of the addition. <br />Kroos pointed out the construction would be wood frame <br />and brick veneer, which does not have as long a life as <br />masonry. Kroos estimated a 25 to 30 year life cycle <br />4 <br />
