MIN[7TES <br />CITY COUNCIL <br />SEPTEMBER 11, 1996 <br />for building systems pointing out that the building <br />envelope would have a longer life cycle. <br />Fahey asked how the project would be funded if it moved <br />forward. <br />The City Administrator reported that the opportunity <br />exists to fund the addition with capital project funds <br />on-hand. Funding sources could be the Capital Project <br />Fund, 10% Gambling Fund, Closed Bond Fund, State Aid <br />Funds, General Fund Reserve, and donations. <br />Fahey asked if there were State or Federal grants <br />available for this type of project. <br />The Administrator reported that staff has checked with <br />the State Historical Society which indicated there were <br />no grant dollars available for this type of project. <br />Scalze asked if a construction management system would <br />result in a cost savings. <br />The City Administrator reported that construction <br />management was used for the City Center Addition and <br />the new Fire Station. The big advantage to this was a <br />savings in sales tax. However, this savings is no <br />longer available. The Administrator reported that he <br />discussed the construction management option with the <br />Building Inspector, and determined a modified approach <br />may be feasible. The key issue is the coordination and <br />management o£ the project. <br />Morelan asked if the Historical Society purchased <br />construction materials, if sales tax could be saved. <br />The Administrator replied that this might be an option, <br />and he would check into it. <br />Morelan asked if parking at the City Center would still <br />meet City Code requirements. <br />The Administrator reported that the City can either <br />look at expanding on-site parking, or contract for off- <br />site parking. It may be possible to enter into an <br />arrangement with Norm's Tires for overflow parking when <br />it is needed. Existing on-site parking is adequate for <br />day-to-day activities at the City Center. <br />Kroos reported that City Code would require 68 parking <br />spaces. There are currently 45 at the City Center, and <br />after the addition is constructed there would be 41. <br />5 <br />
