MINUTES <br />CITY COUNCIL <br />SEPTEI~~BER 11, 1996 <br />The City Administrator replied that the Council set a <br />policy that one-half of 10~ Funds would go toward <br />economic development. <br />Morelan stated that he looked at the 10% Funding <br />policy, and to him the Historical Society Project fits <br />those guidelines. <br />Fahey felt the Historical Society Addition was a <br />community pride issue, and would be a wise project for <br />the future of the City. Fahey indicated he was <br />confident that organizations within the City would step <br />up and make the economic side work. Fahey suggested he <br />and the Historical Society make a joint presentation to <br />these organizations. Fahey asked for another member of <br />the Council to work on this issue. Fahey suggested the <br />project be given preliminary approval subject to the <br />financial issues being resolved. <br />Morelan indicated he would be willing to work on the <br />financial aspects. Morelan felt the architect should <br />be directed to prepare plans and specifications for the <br />project so that it can be ready to be bid early in <br />1997. In the meantime, the City Administrator could <br />put together some financial scenarios based on varying <br />amounts of donations, and the subcommittee can approach <br />organizations for funding. <br />Pedersen expressed concern with spending $26,000 in <br />architect and engineering fees before funding is in <br />place. <br />The Administrator indicated that he was comfortable the <br />City had funds in place to pay for the project should <br />the Council wish to proceed. <br />Scalze suggested the City needed to look at other <br />capital expenditures as part of the budget process. <br />This review will give the City some guidelines for any <br />other capital improvement projects it might want to <br />undertake. <br />The City Administrator asked the timetable for <br />authorizing preparation of plans and specs in order to <br />bid the project in early 1997. <br />Kroos replied that if plans and specs can be authorized <br />by December 1st, his firm would have time to do this <br />work in order to be ready for a March bid. <br />Mr. Morelan introduced the following resolution and <br />8 <br />
