MINUTES <br />CITY COUNCIL <br />SEPTEMBER 11, 1996 <br />Fund should be allocated half for redevelopment <br />activities, and half for the Historical Society <br />addition. Other expenditures from the l0% Fund should <br />be discontinued so the City can accomplish a <br />meaningful, long-term project. Fahey felt the project <br />should be approved or at least authorized for <br />additional study with regard to finances. Fahey <br />suggested a sub-committee of the City Council should be <br />formed to solicit donations and study the restroom <br />issue further. <br />Morelan agreed, pointing out that the Historical <br />Society addition is a quality of life issue. Morelan <br />felt the Historical Society addition would not just be <br />a place to display historical artifacts, but would set <br />the tone for the community. It makes a statement about <br />who we are and what we believe in. Morelan pointed out <br />the City's mission statement says "We work to enhance <br />our unique identity, heritage and quality of life.". <br />Morelan felt the addition for the Historical Society <br />obviously does that. Obviously, the hope is to <br />construct the addition for less money than estimated. <br />Scalze felt the City cannot lose site of the amount of <br />people served by the Historical Society on a volunteer <br />basis. The entire population of the City benefits, not <br />just a certain segment of the population. <br />LaValle expressed concern about the amount of money <br />estimated for the addition. Pedersen was also <br />concerned and suggested the matter be tabled until <br />various organizations can be approached with requests <br />for donations. <br />LaValle asked if taking funds from the Closed Bond Fund <br />would impact the levy in future years. <br />The Administrator replied that using money from the <br />Closed Bond Fund would impair the City~s ability to <br />buy-down the levy or do future capital projects. <br />Scalze suggested the City should do some prioritizing <br />of future capital projects, as well as look at ways to <br />keep down the cost of the Historical Society addition. <br />The Administrator reported that the Historical Society <br />Addition would not stop any capital projects the City <br />has programmed to date. However, it may impair future <br />projects which have not yet been identified. <br />Morelan asked if the Council fixed an amount that would <br />go to economic development from the 10% Fund. <br />7 <br />
