MINUTES <br />CITY COUNCIL <br />SEPTII'4BER 25~ 1996 <br />RICE STREET/ Mr. Michael Schroeder, Hoisington Koegler Group, <br />LITTLE presented to the Council the streetscape design for <br />CANADA ROAD the Rice Street/Little Canada Road area. Schroeder <br />STREETSCAPE reviewed the report in detail summarizing the scope of <br />the project as well as existing conditions. With <br />reqard to alignment, Schroeder indicated an acceptable <br />alignment for Little Canada Road, Market Place Drive <br />and Middle Street must be established. The alignment <br />of Little Canada Road cannot deviate significantly from <br />the alignment that exists as it is restricted in some <br />areas by adjacent homes and commercial development. <br />Schroeder pointed out the east-west portion of Market <br />Place Drive has been relocated to align with County <br />Road C-2. The alignment of the north-south portion of <br />Market Place Drive is unchanged. <br />The issue is where Middle Street falls, and Schroeder <br />recommended Middle Street extend south of Little Canada <br />Road along its current alignment to service new <br />development in that area. Schroeder reported that <br />several alternative alignments were discussed for the <br />east-west position of Middle Street. These included <br />shifting the street west toward Rice Street, shifting <br />Middle Street east, not extending Middle Street south <br />of Little Canada Road, and finally following the <br />existing alignment of Middle Street. Schroeder <br />reported that the current alignment appears to present <br />the fewest conflicts, and is the most likely direction <br />given what is currently known about development <br />opportunities. <br />Schroeder noted that the Development Guide indicated <br />First Bank Drive will be eliminated as the area <br />redevelops. Further study of access and traffic flow <br />to First Bank will be required prior to eliminating <br />this street. <br />Schroeder reviewed the streetscape configuration for <br />Little Canada Road, Market Place Drive and Middle <br />Street. It is proposed that from Rice Street to Market <br />Place Drive, Little Canada Road is a two-lane divided <br />roadway with bike lanes at both outside curbs. A 16- <br />foot median allows for protected left turn lanes and <br />space for significant landscaping in keeping with the <br />"parkway" concept. Planted boulevards separate <br />sidewalks from travel lanes at both sides of the <br />Street. Right turn lanes are provided at Middle <br />Street. Schroeder recommended Little Canada Road <br />transition from a two-lane divided roadway to a two- <br />lane roadway just east of Market Place Drive. The two- <br />lane configuration would continue to County Road C. <br />14 <br />
