MINUTES <br />CITY COUNCIL <br />SEPTII4BER 25, 1996 <br />Throughout this area, sidewalks are present on the <br />north side of the street. The south boulevard is sized <br />to accommodate the addition of a sidewalk when some of <br />the existing conditions are seen as less of a <br />limitation. Schroeder pointed out that Little Canada <br />Road would terminate in a traffic circle. The circle <br />provides for a significant statement of entry than what <br />exists at this intersection. This concept is being <br />studied by Ramsey County. <br />Schroeder reported that Middle Street and Market Place <br />Drive are proposed as two-lane roadways with parallel <br />parking at both sides. Sidewalks and planting areas <br />are provided at both sides of the street. <br />with regard to acquisition, Schroeder reported that <br />right-of-way acquisition will be required in various <br />areas along the length of Little Canada Road. <br />Significant acquisition is required between Rice Street <br />and Market Place Drive. An alternative alignment of <br />Little Canada Road provides for acquisition on the <br />south side of the road only, assuming acquisition of <br />these parcels in the early phase of redevelopment. <br />Council noted that sidewalks are planned for both sides <br />of the street, and felt they could be eliminated from <br />the south side of Little Canada Road at this time. In <br />the future, when properties along Round Lake are <br />acquired, the City could look at the need for sidewalks <br />on the south side of the road. <br />Schroeder indicated that acquisition of right-of-way <br />will be required for the relocated east-west portion of <br />Market Place Drive and for the extension of Middle <br />Street south of Little Canada Road. <br />Schroeder reported that he is working with City Staff <br />to determine the most appropriate ways to acquire <br />property. It may be when property redevelops, that <br />would be the time to take the right-of-way needed. <br />Schroeder reviewed the stormwater issues, and pointed <br />out that some of the worst run-off entering Round Lake <br />comes from the Rice Street/Little Canada Road <br />redevelopment area. To mitigate this problem, <br />stormwater will be deposited into a series of basins <br />shaped to become attractive, park-like open spaces. <br />These ponds can become pedestrian links throughout the <br />redevelopment area. <br />With regard to amenities, Schroeder suggested the <br />15 <br />
