MINUTES <br />CITY COUNCIL <br />SEPTEPSBER 25, 1996 <br />location of the road, where additional right-of-way <br />would be required and location of sidewalks were <br />discussed and addressed to some degree. <br />Schroeder reported that the county is planning for the <br />reconstruction of Little Canada Road in 1997. This <br />timetable may result in problems understanding how <br />redevelopment fits with it, and the County is willing <br />to postpone the reconstruction until 1998 in order to <br />coordinate with redevelopment activity. The major area <br />of concern would be the median. Until a redevelopment <br />project is on the table, the median can be delayed and <br />common left-turn lanes constructed. There is also the <br />need to study the overhead utilities. <br />Another issue is parking on the south side of Little <br />Canada Road adjacent to Round Lake. Installation of a <br />curb would eliminate this parking. Some of the <br />homeowners have objected to this. A solution would be <br />to construct a lane outside the street. Access to the <br />Lakeside Apartments is also an issue. <br />Schroeder indicated that a little more work is needed <br />on the streetscape plan, and this is an opportunity for <br />the Council to provide additional input before the plan <br />is completed. <br />Morelan asked if the extension of Middle Street would <br />be adequate to serve the entire area south of Little <br />Canada Road, including the Winter property. Schroeder <br />replied that that was correct. <br />Joe Vitale expressed concern that it appears a third of <br />the area is taken up in lakes or holding ponds. Vitale <br />asked if there were Federal requirements to protect <br />Round Lake. <br />Schroeder replied that storm water management is <br />required for newly developinq areas. The amount of <br />redevelopment planned for the area would be a detriment <br />to Round Lake without storm water treatment. Schroeder <br />also reported that the Watershed is very encouraged by <br />the plan and indicated there may be grant funds <br />available to assist with the costs. <br />Scalze pointed out the storm water treatment ponds can <br />be designed as an attraction for the area rather than a <br />detriment. <br />Vitale was concerned that in a dry year, the ponds <br />would look like mud holes. <br />17 <br />
