MINUTPES <br />CITY COUNCIL <br />SEPTII~tBER 25, 1996 <br />history of the area as a farming community and the <br />heritage of the early settlers who founded New Canada <br />should be a focus. Schroeder suqgested plantings in <br />median areas and along sidewalks could be planted in <br />rows to give an agricultural feel. Public spaces in <br />the redevelopment area might be named for early Little <br />Canada citizens, forming links between the City's <br />actions in 1996 and its first days as a settlement in <br />the mid-1800's. <br />Schroeder pointed out the character of Little Canada <br />Road is described as a parkway, and its landscape <br />should be one that creates a park-like feel. Street <br />trees, planted at 30-feet on center, would create a <br />continuous ribbon of Green from Rice Street to County <br />Road C. Middle Street and Market Place Drive would <br />also be planted with street trees, but their character <br />would be more pedestrian and commercial. Special <br />pavement patterns created with colored concrete would <br />unite intersections and help to form more identifiable <br />places. Light poles and power poles would be places to <br />cluster banners. Wooden benches and litter containers <br />could also be designed to carry through the feel of the <br />area. <br />Scalze expressed concern about wooden benches, and <br />asked if there were plastic benches which look like <br />wood. <br />Schroeder replied that there are these types of <br />benches. However, they tend to sag and would require <br />additional bracing. <br />Schroeder reviewed the estimated cost of development of <br />the streetscape. These are summarized as follows: <br />Little Canada Road - roadway $1,019,300 <br />Little Canada Road - amenities $555,000 <br />Market Place Dr, and Middle Str. $1,530,000 <br />Schroeder reported that some analysis is needed of the <br />County's costs since there may be some duplication in <br />sidewalks, etc. <br />Schroeder reported on the meeting he has had with the <br />Little Canada Historical Society, the Ramsey-Washington <br />Metro Watershed District, and the Round Lake Homeowners <br />Association. The County also held meetings with <br />neighbors and businesses in the Little Canada Road <br />area. These qroups have been encouraged by the process <br />and the proposed streetscape.
