MINUTES <br />CITY COUNCIL <br />SEPTB~SBER 25, 1996 <br />bids for relocation of the structures. The <br />Administrator anticipated clearance of the property. <br />Morelan pointed out there will be special assessments <br />due for the Little Canada Road project, and asked if <br />the City would pick up the assessments for any lots it <br />might acquire. <br />The Administrator replied that that was correct. The <br />purchase price would reflect the value of the property <br />before assessments. Therefore, from a benefits <br />received standpoint, the City would pay either way <br />whether we acquired now or later. <br />Kenneth Willis, 56 West Little Canada Road, indicated <br />he was concerned about resale of his property. Willis <br />asked if the City would allow the conversion of his <br />house into a florist shop. <br />Fahey replied that such a use would be inconsistent <br />with the Comprehensive Plan. The Land Use Plan shows <br />this property as open space. Fahey indicated he did <br />not see the homes abutting Round Lake developing in a <br />commercial fashion. <br />The Administrator reported that Mr. Willis talked to <br />him about the City buying his property. Before the <br />City would order an appraisal for the Willis property, <br />a letter should be submitted by Mr. Willis requesting <br />the City purchase his property. <br />Morelan asked if appraisals were necessary, or if a <br />purchase price could be negotiated directly with the <br />property owners. <br />The City Attorney reported that the Uniform Relocation <br />Act says there should be an appraisal. If the City <br />intends to proceed with the purchase and it becomes <br />necessary to exercise the right of eminent domain, the <br />City should have an appraisal. <br />Pedersen pointed out that an appraisal would show <br />citizens the City would be paying fair market value for <br />the property. Pedersen did not believe the cost of a <br />residential appraisal would be too high. <br />The next area discussed was Country Drive. Fifield <br />reported that there are two issues at work both along <br />Country Drive and Rice Street/Little Canada Road. <br />These are the economic development activity in Little <br />Canada and the pendinq Legislative Session.
