MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 1996 <br />grant funds could be used to cover the actual capital <br />cost of construction of storm water facilities. <br />Fahey felt grant dollars would likely be tied to City <br />cost participation in the project, and suggested land <br />acquisition costs could represent that participation. <br />Fahey asked if the City had enough funds on hand to <br />proceed with the property purchase. <br />The Administrator replied that there were adequate <br />funds on hand. <br />Morelan asked if there was any reason not to proceed <br />with the purchase. <br />The Administrator pointed out that redevelopment may <br />not happen for a number of years. However, the <br />designation of the Round Lake properties as open space <br />is adequate justification for the purchase. <br />LaValle suggested the rest of the Round Lake property <br />owners as well as the Country Drive property owners be <br />contacted to determine if there is additional interest <br />in selling. <br />The Administrator indicated he is aware of another <br />property owner who is interested in selling. However, <br />he has not contacted this property owner, but felt it <br />might be worthwhile. The Administrator pointed out the <br />Little Canada Road improvement being planned by the <br />County and indicated that acquiring properties along <br />Little Canada Road would make this project easier. <br />Franz Nisswandt, 20 West Little Canada Road, indicated <br />that Little Canada Road is a busy street. If it is <br />widened, there will not be much yard left in front of <br />his house. <br />Fahey pointed out the consensus of the Council is to <br />move forward with the project. Formal action will be <br />taken later this evening during the regular Council <br />meeting. <br />Pedersen asked what the steps would be. <br />The City Administrator replied that the first step <br />would be to order appraisals to serve as the basis for <br />just compensation for the property. If a purchase <br />price is agreed upon, the City could set up a closing <br />date which would accommodate the property owners. Once <br />the City finalizes the purchase, the City could request <br />2 <br />
