MINUTES CITY COUNCIL )CTOBER 9, 1996 UPDATE OF PARK MASTER PLAN TRAIL AND PARK IN TWIN LAKE AREA accessory space for a property is limited to 1,000 square feet. Morelan pointed out that an accessory building would do more the restrict openness that required setbacks are supposed to maintain than converting the Jebens' deck to a porch. The City Administrator indicated that an accessory building could be constructed to within 10 feet of the rear property line. Fahey suggested that the matter be continued until the October 23rd Council meeting. At that meeting, staff is asked to present more information on the Maplewood Conditional Use Permit process for deck enclosures, as well as information on Variance standards. Mrs. Scalze introduced the following resolution and moved its adoption: RESOLUTION N0. 96-10-255 - APPROVING TAE EXPENDITURE OF $400 TO UPDATE CHARTS AND MAPS CONTAINED IN THE CITY'S PARK MASTER PLAN The foregoing resolution was duly seconded by Morelan. Ayes (5) Scalze, Morelan, Fahey, LaValle, Pedersen. Nays (0). Resolution declared adopted. Fahey noted that the City of Vadnais Heights is looking to work cooperatively with Little Canada on trail and park improvements in the Twin Lake area. The City Administrator reported that Vadnais Heights would like Little Canada to work with them on this issue indicating that Little Canada would then have more control over how the trail and park are developed. Scalze noted that the City has already informed Vadnais Heights that they should proceed with the trail and park development on their own property. Scalze stated that she did not care to have input into this park development or the operation of a Vadnais Heights park. Morelan asked why the matter was not referred to the Parks & Recreation Department. The City Administrator felt that the matter should be first discussion by the Council to determine if there 22
