MINUTES <br />CITY COUNCIL <br />JCTOBER 9, 1996 <br />is any interest at all before being referred to the <br />Commission to be revisited. <br />Fahey reported that he, the City Administrator, and <br />Parks & Recreation Director met with representatives of <br />Vadnais Heights on this issue. Vadnais Heights <br />indicated that they will be moving forward on this <br />issue and have sufficient property for access to Twin <br />Lake. Fahey indicated that he is interested in working <br />on a joint park with Vadnais Heights. Fahey felt it <br />made sense to enter into a joint powers agreement in <br />order to minimize the access to the lake. Fahey felt <br />that the lake was a common asset owned by the <br />respective communities, and he was not clear why the <br />Council did not want to cooperate in a joint park and <br />trail venture. Fahey stated that he was open to <br />discussing the location of the lake access. <br />Scalze pointed out that there is property in Vadnais <br />Heights which could be used as a lake access, however, <br />Vadnais Heights would prefer the access to be in Little <br />Canada. <br />Fahey agreed, but pointed out that the access in <br />Vadnais Heights would be more difficult to put in as <br />the land is less desirable. Fahey felt the issue of a <br />joint venture should be explored in order for Little <br />Canada to get some control. Fahey reported that <br />Vadnais Heights has indicated that they will put in a <br />lake access. However, they would prefer to work <br />cooperatively with Little Canada. <br />Morelan indicated that the Council must do what is best <br />for the residents of Little Canada. Morelan pointed <br />out that almost all the lake lies in Little Canada. <br />Morelan pointed out the previous decision of the <br />Council not to enter into a joint venture with Vadnais <br />Heights. This decision was made after many meetings <br />and a lot of debate. <br />Fahey pointed out that he was not Mayor at the time, <br />and that he is open to discussion the matter. Fahey <br />viewed this as an opportunity to work with a <br />neighboring oommunity and to put the access in in the <br />appropriate location. Fahey stated that he was not <br />interested in restricting access to the lake. Iiowever, <br />if the majority of the Council disagreed, he would <br />respect that view. <br />Scalze felt that since nothing has changed this the <br />last time this issue was discussed, that the Council's <br />23 <br />
