MINUTES <br />CITY COUNCIL <br />OCTOBER 9, 1996 <br />home is located, pointing out that as a taxpayer she is <br />paying for these programs. Jensen asked if AME will <br />maintain the property. <br />McGraw reported that the property is an investment, and <br />will be maintained. <br />Jensen asked why AME did not approach the neighborhood, <br />introduce themselves, and let everyone know their <br />plans. <br />McGraw compared the situation to one where a family <br />with four children might be moving into a neighborhood. <br />McGraw suggested a family may not approach the <br />neighborhood to inform them of their plans to move in, <br />family size, etc. <br />Jensen pointed out this would be only one family, where <br />the group home will consist of four individuals. <br />Jensen felt the group home is actually rental property. <br />McGraw reported that they have not yet moved into the <br />group home, but have gone around and introduced <br />themselves. With regard to concerns about resale of <br />neighboring properties, McGraw submitted study <br />information which indicates resale values of properties <br />are not depreciated because of the existence of a group <br />home in the neighborhood. <br />The property owner next door reported that she has been <br />informed by various realtors that she must disclose the <br />existence of the group home should she put her property <br />up for sale. <br />Morelan asked McGraw his relationship with AME. <br />McGraw reported that he is the owner of AME, which is a <br />for-profit corporation. McGraw indicated he personally <br />purchased the property and is leasing it back to the <br />AME corporation. <br />With regard to why the neighborhood was not informed <br />that the group home would be moving into the <br />neighborhood, the City Administrator reported that <br />there is no notification requirement. The City is not <br />informed until licensure has been completed. The <br />Administrator reported that State Representative Sherry <br />Brocker is present this evening. She is interested in <br />getting together on an informal basis with cities, the <br />County, and the State to address this, so that better <br />information goes out prior to the establishment of a <br />3 <br />
