MINUTES <br />CITY COUNCIL <br />OCTOBER 9, 1996 <br />quarterly basis. Three of the four parents live within <br />7 to 10 minutes from the home, and will stop in <br />frequently. McGraw reported that he has worked in this <br />field for over 20 years, and is committed to providing <br />quality services to his clients. <br />Tracy George, resident of the area, asked if AME was a <br />health care agency as well as owner of the home. <br />McGraw reported that AME will lease the home from him. <br />McGraw also reported that none of the clients are on <br />any sort of inedication. <br />George reported her experience is that group homes are <br />usually maintained better than a typical single-family <br />home because of the health-care issues involved. <br />George indicated she was not concerned about <br />maintenance issues. Her concern is what the City is <br />going to do to protect these people from the petty <br />vandalism which is occurring in the area. <br />One of the residents of the area felt that while <br />vandalism is an issue in the neighborhood, it is not <br />the issue of concern this evening. <br />Fahey indicated the City would expect the neighborhood <br />to act in good faith toward the members of the group <br />home just as the home will be expected to act in good <br />faith as a neighbor. The issue of local control was <br />made clear in the past litigation that the City was <br />faced with several years ago. The City will closely <br />monitor the group home to ensure that it is not <br />detrimental to the neighborhood within the parameters <br />of the law. However, the City cannot control the <br />licensing aspect. State Statute has declared group <br />homes to be a permitted use within a residential zoning <br />district. Fahey felt the meeting this evening was <br />informational in nature to raise issues that the City <br />and neighborhood should be aware of on an on-going <br />basis. <br />One of the residents indicated that his concern was not <br />with this group home, but the issue of group homes in <br />the future. The resident was concerned about future <br />group homes whose residents might have severe problems <br />which could be of concern to the neighborhood. The <br />resident asked about half-way houses locating in their <br />neighborhood. The resident was concerned about how far <br />the issue could go, and the residents' lack of ability <br />to have anything to say in the matter. <br />5 <br />
