MINUTES <br />CITY COUNCIL <br />OCTOBER 9, 1996 <br />is there and can result in temper tantrums. However, <br />in a well-structured situation, temper tantrums are not <br />as big a problem. This is why a group home setting is <br />more successful for them. When an individual has a <br />temper tantrum, staff is trained to take care of it. <br />The more structure these individuals have, the less of <br />an issue temper is. <br />Pedersen asked if the temper tantrum is an expression <br />of frustration, or if the individual actually strikes <br />out at someone. <br />This mother reported that her son never struck out at <br />anyone at home, but once did strike out at a staff <br />person. <br />Jill, one of the employees at the group home, reported <br />that there are temper tantrums once in a while, but no <br />more than those of an average child. Jill reported <br />that these individuals are very sweet and loving <br />people. <br />One mother reported that when her son has an outburst, <br />he merely cries. This mother felt there was concern <br />about numerous group homes coming into the <br />neighborhood, and it was her understanding that the <br />State requires group homes to be at least a mile apart. <br />Fahey stated that staff can research this. <br />Kevin Chin, resident of the area, was concerned there <br />was a danger to children in the neighborhood if these <br />individuals were to strike out. <br />Group home staff reported that these individuals were <br />born with a condition where they have weak muscles. <br />They are also very short, and physically not able to <br />strike out at a level that cannot be controlled. The <br />individuals who will live in this group home range in <br />age from 19 to 35, and have no history of striking out <br />at anyone. <br />One resident asked if the City could obtain conclusive <br />information that residents would not have to disclose <br />the existence of the group home when selling their <br />property. The resident also asked for information on <br />distance requirements between group homes. <br />Fahey requested staff put together a list of questions <br />and answers and distribute this information to the <br />neighborhood, including the response from the Minnesota <br />8 <br />
