MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />OCTOBER 23, 1996 <br />Pursuant to due call and notice thereof a workshop <br />meeting of the City Council of the City of Little <br />Canada, Minnesota was held on the 23rd day of October, <br />1996 in the Council Chambers of the City Center located <br />at 515 Little Canada Road in said City. <br />Mayor Michael I. Fahey called the meeting to order at <br />6:00 P.M. and the following members of the City Council <br />were present at roll call: <br />CITY COUNCIL: Mayor Mr. Michael I. Fahey <br />Council Member Mr. Bob Pedersen <br />Council Member Mr. Jim LaValle <br />Council Member Mrs. Beverly Scalze <br />MEMBERS ABSENT: Council Member Mr. Steve Morelan <br />ALSO PRESENT: City Admin. Mr. Joel Hanson <br />Fire Chief Mr. Dick Boss <br />Fire Dept. Mr. Jim Gustafson <br />Parks & Rec. Mr. Jim Morelan <br />Admin. Asst. Mrs. Kathy Glanzer <br />1997 BUDGET The City Administrator began his review of the 1997 <br />Budget by reviewing his memo dated October 17th which <br />is a response to questions raised at the last budget <br />workshop. Items addressed include: <br />*Changing renewal term of City licenses to coincide <br />with the calendar year. The Administrator determined <br />that while which may result in a one-time <br />acceleration of revenues, over the long-term these <br />fees would balance out since the number of contractors <br />remains constant irrespective of the licensing period. <br />However, staff feels efficiency of operations may be <br />enhanced dealing with renewals all at one time, and <br />will proceed to implement this suggestion. Ordinance <br />changes may be necessary. <br />*The City will not be picking up any portion of the <br />D.A.R.E. program associated with the White Bear Lake <br />School District even though we have a small portion of <br />our City within that school district. <br />*Funding for the Roseville Area Senior Program is not <br />included in Roseville's budget at this time. However, <br />representatives of the Program will be making a <br />funding request, and Roseville staff anticipates that <br />
