MINUTES OF THE WORKSHOP MEETING CITY COUNCIL LITTLE CANADA, MINNESOTA OCTOBER 23, 1996 Pursuant to due call and notice thereof a workshop meeting of the City Council of the City of Little Canada, Minnesota was held on the 23rd day of October, 1996 in the Council Chambers of the City Center located at 515 Little Canada Road in said City. Mayor Michael I. Fahey called the meeting to order at 6:00 P.M. and the following members of the City Council were present at roll call: CITY COUNCIL: Mayor Mr. Michael I. Fahey Council Member Mr. Bob Pedersen Council Member Mr. Jim LaValle Council Member Mrs. Beverly Scalze MEMBERS ABSENT: Council Member Mr. Steve Morelan ALSO PRESENT: City Admin. Mr. Joel Hanson Fire Chief Mr. Dick Boss Fire Dept. Mr. Jim Gustafson Parks & Rec. Mr. Jim Morelan Admin. Asst. Mrs. Kathy Glanzer 1997 BUDGET The City Administrator began his review of the 1997 Budget by reviewing his memo dated October 17th which is a response to questions raised at the last budget workshop. Items addressed include: *Changing renewal term of City licenses to coincide with the calendar year. The Administrator determined that while which may result in a one-time acceleration of revenues, over the long-term these fees would balance out since the number of contractors remains constant irrespective of the licensing period. However, staff feels efficiency of operations may be enhanced dealing with renewals all at one time, and will proceed to implement this suggestion. Ordinance changes may be necessary. *The City will not be picking up any portion of the D.A.R.E. program associated with the White Bear Lake School District even though we have a small portion of our City within that school district. *Funding for the Roseville Area Senior Program is not included in Roseville's budget at this time. However, representatives of the Program will be making a funding request, and Roseville staff anticipates that
