MINUTES CITY COUNCIL OCTOBER 23, 1996 funding will be provided in 1997. *Senior visits reported by the Roseville Area Senior Program to Little Canada seniors are actual number of clients (102) to which multiple visits are made. *Staff is recommending that HVAC permit fees be increased based on the City of Maplewood's fee schedule. An anticipated $3,500 to $4,000 in additional annual revenue could be realized. It was the consensus of the Council to implement this increase. *Northwest Youth & Family Services presented a listing of their staff's qualifications. *Staff is recommending evaluating the possibility of going to six annual newsletters as part of the 1998 Budget process. This will allow time to evaluate new software changes and its impact on current costs. *The Budget has been adjusted to include local performance aid in General Fund reserve calculations. *The CIP Budget has been adjusted to allow for the inclusion of one year's LPA into the fund balance. *The Parks & Recreation Director recommends that the City maintain the $2,500 Day Camp allocation in the Budget in order to keep other organizations interested in helping to fund this program. *The Fire Marshal submitted a summary of his fire inspection activity. *The Fire Department submitted a more detailed breakdown of the Fire Department's proposed 1997 Budget. Council discussed the issue of the existing mobilehome parks within the City being non-conforming uses, and the fact that some of the parks are moving out single- wide mobilehomes and replacing them with double-wides. The City Administrator reported that a meeting has been scheduled with the owners of the mobilehome parks to discuss these issues. The Building Official, Fire Marshal, and Fire Chief will be in attendance in addition to the City Planner and City Administrator. The City Administrator reported that he has done an indepth review of the issue of false alarm fines. 2
