MINUTES <br />CITY COUNCIL <br />OCTOBER 23, 1996 <br />Council that staff put together an ordinance amendment <br />increasing plumbing permit fees as recommended. <br />Council will take action at their next regular meeting. <br />The Administrator suggested that the City take another <br />look its pawn shop license fee. The Administrator felt <br />that the City's fees may be too low. It was also <br />suggested that the Sheriff's Department provide an <br />update of the time they are spending in monitoring the <br />pawn shop in Little Canada. This information will be <br />presented at the next Council meeting for review. <br />The Administrator asked for the Council's position on <br />allocation of the 1% loan origination fee. There have <br />been past discussions about allocating this fee to <br />economic development or capital improvement projects. <br />Scalze stated that it would be helpful to see the wants <br />and needs in the area of capital improvements before <br />making a decision on allocation of the loan origination <br />fee. Scalze agreed that redevelopment was a high <br />priority, but felt it would be beneficial to see this <br />information laid out on a balance sheet. <br />Fahey felt that the entire loan origination fee should <br />be allocated to economic development. <br />Pedersen asked if there were other multiple-family <br />housing complexes in Little Canada which could be <br />renovated through the use of revenue bonds, thus <br />generating additional loan origination fees for the <br />City. <br />The City Administrator pointed out that the loan <br />origination fee from The Provinces was due to the <br />purchase of the complex by the Dominium Group and their <br />desire to rehab the complex. <br />Fahey reported that he discussed with Council Member <br />Morelan the position of closing the 10% Fund to future <br />requests, and allocating the fund balances 50o to <br />economic development and 50% to the Aistorical Society <br />Addition. Fahey reported that Morelan agreed with that <br />position. <br />Scalze agreed, but pointed out that the matter could be <br />revisited in the future as needs change. <br />Pedersen commented that he was of the understanding <br />that a decision had not yet been made on whether or not <br />to go forward with the Historical Society Addition. <br />4 <br />
