MINUTES <br />CITY COUNCIL <br />NOVEMBER 13~ 1996 <br />solution may be a combination of additional pipe and <br />open ditch, and indicated that a pipe will maintain <br />water levels low enough to keep the road dry. An open <br />ditch is a maintenance headache. <br />The City Administrator reported that drainage was <br />discussed at the neighborhood meeting, and agreed the <br />project will take a lot of coordination between the <br />City and the Watershed. Drainage issues will be <br />addressed in the final design. The Administrator also <br />reported that at the neighborhood meeting Shannon <br />suggested the Engineer look at pond elevations <br />suggesting that lower pond elevations will keep water <br />levels lowered. These concepts are being reviewed. <br />Betty Sente, 3007 Arcade Street, suggested the need for <br />a four-way stop at LaBore Road and Arcade Street, as <br />well as a three-way stop at Arcade 5treet and Westwind. <br />Sente suggested these additional stop signs were needed <br />immediately before Arcade Street is improved to get <br />drivers used to stopping at these intersections. <br />The City Administrator pointed out that stop signs are <br />not typically used to control traffic speeds, and in <br />some cases aggravate the problem when drivers get <br />frustrated with having to stop. <br />Fahey pointed out that LaBore Road is a County road and <br />it is unlikely that the County will install a four-way <br />stop at the intersection of LaBore Road and Arcade <br />Street. <br />Morelan stated that he would like a recommendation from <br />staff on this issue. This recommendation should be <br />presented at the December 3rd improvement hearing. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-11-281 - CALLING FOR AN IMPROVEMENT <br />HEARING TO CONSIDER THE IMPROVEMENT OF ARCADE STREET <br />FROM KELLER PARKWAY ON THE SOUTH TO COUNTY ROAD D ON <br />TAE NORTH BY ROAD RECONSTRUCTION INCLUDING CONCRETE <br />CURB AND GUTTER AND STORM DRAINAGE IMPROVEMENTS FOR <br />TUESDAY, DECEMBER 3, 1996 AT 8 P.M. <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (4) Morelan, Pedersen, Fahey, LaValle. <br />Nays (0).
