MINUTES <br />CITY COUNCIL <br />NOVEMBER 13~ 1996 <br />Fahey again noted that these issues will be discussed <br />at the improvement hearing, and noted that there will <br />be safety concerns considered as well. Fahey noted <br />that the project as outlined in the City Engineer's <br />feasibility report is within road right-of-way owned by <br />the City. Fahey pointed out that an off-street path is <br />safer for children to ride their bikes than an on- <br />street path would be. <br />Kush also pointed out that widening the street and <br />adding the separated path would take two parking spaces <br />from his driveway. <br />Fahey noted that similar concerns were expressed with <br />the pathway along Keller Parkway. That path is 5 feet <br />in width, which Fahey felt was not very wide for bikers <br />and walkers. Fahey felt the final design and <br />reconstruction of Keller Parkway resulted in an <br />attractive roadway for the area and one that is heavily <br />used by walkers and bikers. Fahey again indicated that <br />these issues will be discussed at the improvement <br />hearing when there is more information available. <br />Kush pointed out that a paved trail will add a great <br />deal of blacktop across his front yard, none of which <br />he can use for parking vehicles. <br />Morelan pointed out that the issues raised this evening <br />are good ones, and will be discussed at the improvement <br />hearing. <br />Keith Shannon, 920 windrow Drive, reported that there <br />are drainage issues in the area which must be dealt <br />with as part of the Arcade 5treet improvement. Shannon <br />reported that the City and the Watershed need to get <br />together and ensure that these drainage problems are <br />properly addressed. Shannon indicated that he raised <br />this issue at the neighborhood meeting, and he believes <br />the City Engineer is working with the Watershed. <br />Shannon reported that he offered to review the drainage <br />plans. <br />Fahey asked if Shannon was suggesting storm sewer <br />improvements along Arcade Street or ditch improvements. <br />Shannon reported that the ditch has no grade on it for <br />a distance of about a half mile. There are also <br />various size storm sewer pipes in the area, none of <br />which have been maintained. Shannon reported that the <br />ditch must be made to drain so that the water level can <br />be lowered, and the streets kept dry. Shannon felt the <br />10 <br />
