MINUTES <br />CITY COUNCIL <br />NOVEMBER 13~ 1996 <br />CHANGE ORDER NO. l; <br />*APPROVING THE VOUCHERS. <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (4) LaValle, Pedersen, Fahey, Morelan. <br />Nays (0). Resolution declared adopted. <br />1997 STREET The Council reviewed the correspondence submitted by <br />IMPROVEMENTB the City Administrator regarding proposed 1997 street <br />improvements. The Administrator noted that as a result <br />of the neighborhood meetings which were held on each <br />improvement, it is staff's recommendation that the <br />Council call for an improvement hearing for Arcade <br />Street from County Road D to Keller Parkway. <br />Steven Kush, 3033 Arcade Street, reported that the <br />property owners along Arcade Street agreed that the <br />street needs improvement and that corrections are <br />needed to resolve drainage problems in the area. <br />However, the property owners do not agree that a bike <br />trail is needed along Arcade Street. <br />The City Administrator reported that the purpose of <br />tonight's meeting is to call for an improvement hearing <br />on the project. Property owners abutting the <br />improvement will be notified of the improvement hearing <br />and asked to provide their input. Based on the input <br />provided, the Council will then make a decision at the <br />improvement hearing on the various aspects of the <br />proposed improvement. <br />Fahey noted that the Council will have additional <br />information on the bike path at the improvement <br />hearing, such as size and location, how the path would <br />tie into regional and City trail systems, cost, etc. <br />Fahey noted that the additional cost of the trail would <br />not be passed on to the homeowners. <br />Kush reported that the property owners along Arcade <br />just do not want the trail. Kush pointed out that the <br />proposal is to widen the street from 24 feet to 30 <br />feet. There will be additional width from the concrete <br />curb and gutter. A 5 foot boulevard and then an 8 foot <br />wide path will bring asphalt 17 feet closer to Kush's <br />house. Kush reported that he moved out of the City for <br />privacy, and this trail would take away his privacy. <br />Kush felt that, if anything, there should be a 3-foot <br />wide on-street path striped on the asphalt. <br />9 <br />
