MINUTES <br />CITY COUNCIL <br />NOVEMBER 19~ 1996 <br />Fahey felt there was more accountability in ranking <br />this expenditure each year as part of the CIP Budget. <br />Jim Morelan felt the cost of turn-out gear replacement <br />should be left in the CIP Budqet for 1997. The Fire <br />Department would then take a harder look at this issue <br />and have a recommendation for the 1998 budget. <br />Council discussed the hose washer, and there was <br />consensus to fund this items as part of the CIP Budget. <br />Council next discussed the Cairns helmet. It was <br />pointed out that this helmet is state-of-the-art <br />equipment, and a very important safety tool which <br />allows fire fighters to find the source of a fire <br />quicker and see holes in the floor. However, given <br />that the $25,000 price tag is high, the Council <br />supported the City providing half the funding for this <br />helmet. It was suggested that the Fire Department <br />approach charitable gambling organizations in the City <br />for assistance in funding this expenditure. <br />Steve Morelan agreed that the helmet was expensive, but <br />felt it was well worth the money. He indicated that <br />even if the City included the full $25,000 in the CIP <br />Budget, the Fire Department would make fund-raising <br />efforts to cover some of the cost of this piece of <br />equipment. <br />Consensus was to retain $12,500 in the CIP Budget for <br />the Cairns helmet. <br />Council reviewed the Parks & Recreation portion of the <br />CIP Budget. With regard to the Spooner Park shelter, <br />Fahey pointed out that the estimated project cost is <br />$130,000, and the City has $52,500 committed from <br />outside funding sources. Fahey stated that he was <br />comfortable with moving forward on the shelter project <br />at this point feeling it was a long-term improvement to <br />the City's park system. Fahey hoped that the <br />charitable gambling organizations within the City would <br />step forward with additional dollars for this projeat. <br />There was consensus of the Council to leave the Spooner <br />Park shelter project in the budget. There was also <br />consensus to leave the Pioneer Park volleyball court in <br />the CIP Budget as well as Gervais Mill site amenities <br />and handicapped playground equipment. <br />Council discussed approaching North Suburban Youth <br />Association for additional donations toward parks and <br />recreation projects. The Parks & Recreation Director <br />replied that he would be approaching this organization <br />13 <br />
