Morelan felt that was <br />a great idea, and if the decision is made to move <br />forward with the addition, this is the way he would <br />like to see it paid for. <br />Fahey felt that the alternatives to an addition for the <br />Historical Society should be discussed at a Council <br />workshop meeting. Fahey noted that the City <br />Administrator is still generating information on costs, <br />etc. Once all the information is gathered, a workshop <br />should be held. Fahey did not feel this item should be <br />eliminated from the CIP Budget at this time. The <br />decision to be made is on the amount the Council feels <br />comfortable with designating in the CIP Budget. The <br />Council discussed this point, and given that Lake <br />Owasso has indicated an interest in funding the <br />handicapped-accessible bathrooms, and Little Canada <br />Charity Plus has indicated interest in purchasing <br />display cases or furnishings, agreement was reached to <br />budget $250,000 for the addition. The architect~s <br />estimate was $316,000 with the indication that it <br />should be possible to complete the project for less <br />than that amount. <br />Jean Donovan, Historical Society, stated that she would <br />contact Lake Owasso and LCCP and ask for written <br />commitments to the project. <br />Morelan asked about the non-programmed list on page 67 <br />of the Budget. The City Administrator reported that <br />these items have been carried forward in the CIP Budget <br />for some time and had not been ranked high in terms of <br />priority. These items will be re-evaluated with the <br />entire list some time after the first of the year. <br />At this point in the meeting, the Council took a short <br />recess. <br />Council reconvened and began review of the MN State Aid <br />Budqet. The City Administrator recommended that the <br />City combine the MN State Aid Budget, the Street <br />Overlay Budget, and the Closed Bond Fund into one fund. <br />This fund could be named the Infrastructure CIP Fund. <br />Council was agreeable with this recommendation. <br />Council next reviewed the 10% Fund, and there was <br />consensus to designate 50% of this fund to Economic <br />Development and the other 50% to the Aistorical Society <br />addition project. Morelan suggested that perhaps the <br />Economic Development line item in the General Fund <br />should be combined into the 400 funds. The City <br />17 <br />
