MINUTES <br />CITY COUNCIL <br />NOVEMBER 19~ 1996 <br />Fahey agreed that unless a person is a frequent user of <br />the park, they would not know there was parking on the <br />DeSoto Street side. Fahey also pointed out that the <br />soccer field, playground equipment, basketball courts, <br />and other athletic amenities are all located on the <br />west side of the park. <br />Morelan felt that while the 34 additional spaces will <br />not be adequate during tournaments, they will address <br />the vast majority o£ parking problems. <br />Scalze felt spending $40,000 on 34 additional parking <br />spaces was a waste of money. <br />Fahey felt it was a wise expenditure for a long-term <br />improvement to the park. <br />Fahey, Morelan, Pedersen supported the additional <br />parkinq in Pioneer Park. <br />There was consensus of the Council to leave the Public <br />Works portion of the CIP Budget as proposed. <br />Council next discussed the Historical Society Addition <br />and the amount of dollars which should be retained in <br />the CIP Budget for this project. Fahey felt the CIP <br />Budget should contain funding for the Historical <br />Society addition until such time as the Council <br />determines if there is another option which should be <br />pursued. <br />Morelan agreed noting that the Council will discuss <br />alternatives, but felt it would be unwise to not budget <br />for the addition at this time. <br />Scalze pointed out that only the Fire Department copy <br />machine and half the cost of a Cairns helmet have been <br />eliminated from the CIP Budget. Scalze indicated that <br />she was in favor of the Aistorical Society addition, <br />but noted that no choices are being made as to what is <br />important. <br />Pedersen suggested that the unimportant items never <br />made it to the CIP Budget listing. <br />Scalze stated that she favored the Historical Society <br />addition, but felt other funding sources should be <br />identified. <br />Morelan pointed out that there is money budgeted from <br />the 10% Fund beginning in 1997 to offset the cost of <br />16 <br />
