MINUTES <br />CITY COUNCIL <br />NOVEMBER 19~ 1996 <br />The City Administrator estimated that the fee was <br />increased two years ago. <br />Morelan pointed out that that increase was based on the <br />Sheriff's Department estimate of costs, and was <br />concerned with the increase over this two-year period. <br />The Administrator suggested that the increase was due <br />to increased processing activity, as well as increased <br />costs of the Sheriff~s Department. The Administrator <br />pointed out that a public hearing must be held to <br />consider renewal of the pawn shop license. The issue <br />of an increase in fee can be discussed at that same <br />time. The Administrator reported that budget revenue <br />is based on the existing pawn shop license fee. <br />Both LaValle and Scalze felt the fee should be at such <br />level as to recover City costs. LaValle suggested, <br />however, that the fee should be closer to $8,000 to <br />$8,500 rather than $9,500. <br />Fahey stated that he would support an increase in the <br />range that would recover Sheriff's Department costs. <br />Morelan agreed and felt the $9,500 fee recommended by <br />the City Administrator was too high. <br />The Administrator reported that his recommendation is <br />based on $7,800 in Sheriff's Department costs, internal <br />staff costs, plus the fact that the fee has been <br />lagging behind for a couple of years. The <br />Administrator was also concerned that while the fee may <br />cover direct costs of the Sheriff's Department, it does <br />not cover indirect costs. <br />Morelan pointed out that the pawn shop owners pay <br />property taxes in addition to the pawn shop license <br />fee. Therefore, some of the City's costs in providing <br />police protection to this property are covered by <br />property taxes. <br />Fahey noted that the cost of providing police <br />protection are above and beyond the cost associated <br />with monitoring a pawn shop operation. Fahey suggested <br />he would be comfortable with a license fee of <br />approximately $8,500. <br />It was the consensus of the City Council to consider an <br />increase in the pawn shop license fee at an upcoming <br />meeting. <br />Council next reviewed General Fund Expenses.
