MINUTEB <br />CITY COUNCIL <br />NOVEMBER 19~ 1996 <br />Fahey agreed it works, but noted the fund balance is <br />spent down. Fahey pointed out that eliminating the <br />helmet and hose washer from the budget leaves the <br />amount normally spent in capital improvements. <br />Jim Morelan reported the Fire Department~s plans to <br />retrofit the 1982 pumper truck. Estimated cost of that <br />retrofitting is $90,000. <br />Fahey acknowledged that rather than budget the helmet <br />and hose washer in the CIP Budget, the Fire Department <br />could have made those purchases, and then approached <br />the City for the cost of retrofitting the truck. <br />Pedersen asked when the Council would make a decision <br />on the Historical Society Addition. <br />Fahey felt that debate should occur at least in part <br />this evening in terms of the budget amount. <br />LaValle asked about the new project identified by the <br />Community Pride Committee. <br />Fahey reported that it involves the purchase of two <br />blighted properties for redevelopment purposes. This <br />matter will be discussed by the Council at a future <br />meeting. <br />Fahey stated that he was open for debate on the helmet <br />and hose washer, and did not want to short-change <br />staff's recommendation. <br />The City Administrator acknowledged that the items were <br />included in the budget as part of his recommendation, <br />but noted that they are still up for discussion by the <br />Council. The helmet could be debated as a one-time <br />need which could pay for itself in a relatively short <br />period of time. However, the helmet could be a very <br />desirable charitable gambling project. Since the Fire <br />Department has some of their own funds committed to <br />other projects, the hose washer and helmet were brought <br />to the Council for discussion. <br />Morelan stated that he would like to see the purchase <br />of the helmet, but felt the hose washer could wait. <br />Morelan again noted that turn-out gear should be <br />included in the operating budget. <br />Fahey felt that a decision was needed on the Historical <br />Society and Spooner Park shelter first. <br />8 <br />
