MINUTES <br />CITY COUNCIL <br />VOVEMBER 27~ 1996 <br />about how the building was to be used. <br />Morelan asked how the revised City Center use policy <br />differs from the existing policy. The Administrative <br />Assistant replied that the new policy has a broader <br />listing of groups who have approval to use the <br />building. <br />Fahey asked why the policy imposes a$100 oharge for <br />use of the City Center by individual political <br />candidates. The Administrator replied that the policy <br />discourages the use of the City Center for personal <br />benefit rather than community benefit. It was staff's <br />feeling that allowing an individual political candidate <br />the use of the City Center to organize a campaign at no <br />cost may not be an appropriate use of the building. <br />Mr. LaValle introduced the followinq resolution and <br />moved its adoption: <br />RESOLUTION N0. 96-11-293 - APPROVING THE REVISED CITY <br />CENTER USE POLICY AS RECOMMENDED BY CITY STAFF <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Pedersen, Morelan, Fahey. <br />Nays (0). Resolution declared adopted. <br />In reviewing the proposed use policy for the old fire <br />station, Scalze suggested that use of the building be <br />allowed to individuals on a fee basis. Scalze pointed <br />out that this building has been used for many years by <br />members of the Fire Department for anniversary <br />celebrations, etc., and suggested that the same use be <br />a£forded to citizens-at-large. <br />Fahey noted that this issue has been discussed in the <br />past and the rational for not opening the building to <br />public use is that the City did not want to compete <br />with the rental hall across the street. The use of the <br />old fire station by members of the Fire Department was <br />recognition to that group for their contributions to <br />the City. <br />Scalze felt if the use of the building is limited to <br />business use, she had no problem with the policy as <br />proposed. However, if the building is allowed to be <br />used by certain groups for personal use, then she felt <br />the same opportunity should be afforded to the public- <br />at-large. <br />Morelan pointed out that this was a way for the City to <br />8 <br />
