MINUTES <br />CITY COUNCIL <br />~OVEMBER 27~ 1996 <br />support a non-profit, volunteer organization. Morelan <br />stated that he did not want to see the City get into <br />the rental hall business not only because of the <br />headaches involved in administering such a program, but <br />for the fact that there is a private rental across the <br />street which the City would be competing with. Morelan <br />suggested that the policy address the need for <br />appropriate liquor and food licensure by groups using <br />the building. <br />Scalze stated that she agreed the groups listed in the <br />use policy should be allowed use of the old fire <br />station. Scalze indicated that her concern was with <br />use of the building by individuals for personal <br />reasons. <br />Morelan stated that he did not interpret the proposed <br />policy to allow this sort of use. <br />The Administrative Assistant indicated that in drafting <br />the policy it was not her intent to provide for <br />personal use of the building by individuals. <br />Scalze felt that should be clarified, and if that is <br />the intent, she had no problem with the policy. <br />Fahey suggested that before acting on the old fire <br />station use policy, input should be obtained from the <br />Fire Department since there may have been an <br />understanding regarding the use of the building when <br />the Department trans£erred ownership of the building to <br />the City. Fahey suggested that the matter be tabled <br />without objection pending additional information. <br />AI3TORICAL Fahey reported that Mr. Mike Finegan has requested an <br />SOCIETY opportunity to address the Council on the Historical <br />ADDITION Society Addition. Given that this topic is not on the <br />agenda and has not been announced as an agenda item to <br />the general public, Fahey stated that Finegan can <br />present his comments, these comments will be reflected <br />in the minutes, but the Council will not debate the <br />issue this evening. <br />Mr. Finegan stated that he would like to reiterate his <br />thoughts regarding the proposed Historical Society <br />Addition which he outlined in a memo submitted to the <br />Mayor and City Council previously. Finegan was <br />concerned about the City providing permanent space in a <br />City-owned building for a private organization. <br />Finegan felt this was inappropriate.
