MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA~ MINNESOTA <br />NOVEMBER 27~ 1996 <br />Pursuant to due call and notice thereof a workshop <br />meeting of the City Council of the City of Little <br />Canada, Minnesota was held on the 27th day of November, <br />1996 in the Council Chambers of the City Center located <br />at 515 Little Canada Road in said City. <br />Mayor Michael I. Fahey called the meeting to order at <br />6:35 P.M. and the following members of the City Council <br />were present at roll call: <br />CITY COUNCIL: Mayor Mr. Michael I. Fahey <br />Council Member Mr. Bob Pedersen <br />Council Member Mr. Jim LaValle <br />Council Member Mr. Steve Morelan <br />Council Member Mrs. Beverly Scalze <br />ALSO PRESENT: City Admin. Mr. Joel Hanson <br />Admin. Asst. Mrs. Kathy Glanzer <br />CITY Mayor Fahey indicated that the purpose of tonight's <br />ADMINISTRATOR workshop is to conduct the annual per£ormance <br />PERFORMANCE evaluation of the City Administrator. In preparation <br />REVIEW for the workshop, the Mayor and Council completed <br />performance appraisal forms covering eight major areas <br />of responsibility. Rating symbols used are "E" - <br />Exceeds Expectations, "M" - Meets Expectations, and "B" <br />- Below Expectations. <br />The first area of responsibility was Organizational <br />Management. Fahey rated the Administrator as "E-". <br />Fahey commented that the Administrator is very well <br />organized and an excellent strategist. Fahey felt <br />issues were not moving as fast as he would like them to <br />be. He also wanted to see more accountability from <br />outside consultants. <br />Morelan rated this area as "E+~~, and commented that the <br />Administrator does an excellent job with the limited <br />resources at his disposal. Morelan pointed out the <br />computer hardware/software upgrades the Administrator <br />is proposing as evidence of his awareness of new trends <br />in technology. Morelan also felt the opening created <br />for the new receptionist will provide the Administrator <br />an opportunity to enhance the team effort. As an area <br />of commendation, Morelan pointed out the two new <br />employees the Administrator recently recruited, and the <br />1 <br />~ <br />
