MINUTES <br />CITY COUNCIL <br />NOVEMBER 27~ 1996 <br />decision to combine the secretary/code enforcement <br />position. <br />Pedersen rates this area as "E", noting that complaints <br />to the City Council are not common. Scalze rated <br />Organizational Management as "E", commenting that the <br />Administrator motivates office personnel well. LaValle <br />gave an "E" rating commenting on the amount of work <br />performed by a limited staff. LaValle indicated that <br />employees's respect for the Administrator is high, and <br />felt that employees give the Administrator a 110% <br />effort. <br />The next area of responsibility which was rated was <br />Fiscal/Business Management. Fahey gave an "E" rating <br />pointing out that the Administrator continues to excel <br />in this area. More accounting functions have been <br />brought in-house, reports are being generated, and the <br />Administrator is cost-conscience to a fault. <br />Morelan provided an "E" rating stating that the budget <br />document is thorough, detailed and assembled with <br />innovative ideas. Additional revenue sources are <br />constantly evaluated. Areas of commendation include <br />the 1995 budget surplus which resulted with no increase <br />to the levy, renovation of the old fire station, <br />finalization of the design of the City Center sign, and <br />energy retrofitting of the City Center and Public Works <br />Garage. <br />Pedersen gave an "E" rating and agreed with Fahey's and <br />Morelan's comments. <br />Scalze rated this area as an "E" and commented on the <br />timeliness of the budget data. <br />LaValle gave an "E" stating that budget preparation and <br />management is thorough and effective. <br />Council reviewed Program Development and Follow <br />Through. Fahey rated the Administrator at "M+~~ stating <br />that organization of activities and programs are <br />qenerally excellent. However, competing interests for <br />time may have impacted some areas this year, e.g. delay <br />in getting financial projections for Rice Street. <br />Fahey felt that staff could do more proactive survey <br />work on ordinances or zoning changes, and anticipate <br />and research likely areas of controversy. Fahey felt <br />there should be increased accountability and <br />expectations made clear to the staff. Fahey indicated <br />that he was concerned that the RFP for the Rice <br />2 <br />
