MINUTES OF THE BPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA~ MINNESOTA <br />DECEMBER 3~ 1996 <br />Pursuant to due call and notice thereof a special <br />meeting of the City Council of the City of Little <br />Canada, Minnesota was held on the 3rd day of December, <br />1996 in the Council Chambers of the City Center located <br />at 515 Little Canada Road in said City. <br />Mayor Michael I. Fahey called the meeting to order at <br />8:00 P.M. and the following members of the City Council <br />were present at roll call: <br />CITY COUNCIL: Mayor Mr. Michael I. Fahey <br />Council Member Mr. Bob Pedersen <br />Council Member Mr. Jim LaValle <br />Council Member Mr. Steve Morelan <br />Council Member Mrs. Beverly Scalze <br />ALSO PRESENT: City Admin. Mr. Joel Hanson <br />City Engineer Mr. Paul Heuer <br />Public Works Mr. 5cott Tangen <br />Admin. Asst. Mrs. Kathy Glanzer <br />ARCADE BTREET Mayor Fahey opened the public hearing to consider the <br />IMPROVEMENT improvement of Arcade Street from the north line of <br />HEARING Keller Parkway to the south line of County Road D by <br />roadway reconstruction including concrete curb and <br />gutter and storm drainage improvements as well as water <br />main on the portion of Arcade Street between Keller <br />Parkway and LaBore Road. Fahey reported that a <br />neighborhood meeting was held on this improvement, and <br />concern was raised at that meeting about an eight foot <br />detached path. Since that time, staff has researched <br />the recommendation of the Parks & Recreation <br />Commission. At its May, 1995 meeting, the Commission <br />recommended an on-street path along Arcade Street. <br />This is the option which staff is also recommending <br />this evening. Fahey reported that the proposal is for <br />a 34 foot wide roadway consisting of two 11-foot <br />driving lanes, two 6-foot shoulders, and concrete curb <br />and gutter. Fahey pointed out that MN State Aid funds <br />will be used to help pay for the improvement of this <br />street. Because of this, MN State Aid standards must <br />be met, one of which is concrete curb and gutter. <br />Fahey also noted that two 6-foot shoulders would be <br />striped, but not marked. The City is proposing these <br />shoulders serve a dual purpose and accommodate both <br />pedestrian and bike traffic. Fahey also noted that the <br />situation is tighter where Arcade Street meets Keller <br />1 ~ <br />
