MINUTES <br />CITY COUNCIL <br />DECEMBER 3~ 1996 <br />Parkway. Therefore, staff is looking at some different <br />configuration for that intersection. Improvements to <br />the storm drainage system in the area involve Ditch 7A <br />and will be done by the Watershed district. There will <br />be some additional storm sewer installed, and in some <br />areas the ditch will remain. Storm drainage <br />improvements will be finalized with the Watershed at a <br />later date, and are not a part of the street project, <br />per se. <br />The City Engineer reported that Arcade Street had been <br />a County Road up until 1994 when it was turned over to <br />the City. At that time, the City placed Arcade Street <br />on its MSA system and began collecting needs for this <br />street. The Engineer reported that the street <br />reconstruction project will involve lowering the street <br />to try and match existing grades of driveways and <br />yards, and eliminate the ditch in front yards where <br />possible. Drainage from yards will be directed onto <br />the street. Water main is proposed on Arcade Street <br />from LaBore Road to Keller Parkway. Lowering of the <br />street between County Road D and LaBore Road will <br />involve lowering of the existing water main. The <br />Engineer reported that soil borings have been done, and <br />peat was found near the intersection of Keller Parkway. <br />The Engineer reported that drainage for the northern <br />portion of Arcade Street will be directed into the <br />existing pond on the NSP easement. Storm sewer in the <br />area is thought to have been installed in the 1930's. <br />Most of this storm sewer is still in good shape except <br />for one area. The Engineer reported that the <br />recommendation at this point is for installation of a <br />water quality pond near Gervais Lake if it is found <br />useful to install such a pond. <br />The Engineer informed those present that the Watershed <br />would like to do the Ditch 7A maintenance project as <br />part of the City's road improvement. Combining the two <br />projects may result in some economy of scale. However, <br />this will result in some residents having work done on <br />the street in front of their houses and the ditch in <br />back of their houses at the same time. The Watershed <br />is workinq with the City in formulating the exact kind <br />of improvement which will be done to the ditch. It is <br />hoped that within the next two to four weeks the <br />details on the ditch improvement will be finalized. <br />The Watershed is planning to hold a neighborhood <br />meeting to discuss the ditch improvements with the <br />property owners in the area. <br />With regard to sanitary sewer services, the Engineer <br />2 <br />
