MINUTES <br />CITY COUNCIL <br />DECEMBER 3~ 1996 <br />Morelan asked if both sides of the street would be <br />posted as no parking. <br />The Engineer felt that would be wise if the shoulders <br />are to be used as a bike and pedestrian lane. The <br />Engineer indicated, however, that he has not observed a <br />lot of on-street parking along Arcade. <br />The Engineer also reported that ditch depth varies <br />quite a bit. In some areas the ditch is two to three <br />feet deep, while in others there is no ditch at all. <br />Fahey asked about the intersection of Arcade Street and <br />Keller Parkway, pointing out the design of that <br />intersection. <br />The City Engineer stated that he would like Arcade <br />Street to meet Keller Parkway at a 90 degree angle. <br />A resident of the area pointed out that with the <br />existing design drivers have to creep around the corner <br />in order to maintain their traffic lane. This resident <br />also indicated that drivers have to wait until other <br />cars clear the intersection in order to proceed. <br />Arnie Linder reported that the intent of the existing <br />design of the intersection is good. The biggest <br />problem, however, is those cars which do not slow down. <br />The majority of vehicles going around the corner cannot <br />maintain their traffic lane, cross over into the other <br />lane and in some instances are into the gravel on the <br />opposite side of the street. There are been several <br />incidents of vehicles ending up in Linder's yard. <br />Fahey asked if the City had the discretion to redesign <br />the intersection. <br />The City Administrator reported that the County <br />designed the intersection as an attempt to improve the <br />situation. However, it sounds like the design is not <br />working. The Administrator reported that the City can <br />work with the County and the property owners in the <br />area to try to improve the design. The County has <br />recognized that this intersection design is a problem. <br />Scalze recalled that the design was a response to <br />concerns expressed by property owners in the area. <br />Scalze agreed that some vehicles cannot make the corner <br />without going into the other traffic lane. <br />Chris Drake stated that he was concerned with the <br />4 <br />
