MINUTES <br />CITY COUNCIL <br />DECEMBER 3~ 1996 <br />installation of too many stop signs. Drake felt stop <br />signs increased noise volume. Drake stated that he <br />would advocate no stop sign at the intersection of <br />Arcade Street and Keller Parkway and that the <br />intersection be widened so cars can make it through. <br />Drake questioned the ability of emergency vehicles to <br />make the turn at the Arcade and Keller Parkway <br />intersection. <br />Fahey stated that the City Engineer will work with the <br />County on the intersection design as well as the <br />elimination of the stop sign. <br />The Engineer reported that Ditch 7A is very flat, has <br />some humps in it, as well as some culverts which are <br />under-capacity or obstructed. The goals of the ditch <br />project are to keep water away from the streets so they <br />can last their proper life, get water to drain through <br />the area and to add additional ponding to allow water <br />to be held back thereby minimizing flooding down <br />stream. It is planned that culverts which are under <br />capacity would be replaced, the ditch would be cleaned, <br />pipe would be installed from Arcade Street to Westwind <br />to pick up run-off. The Engineer stated that the City <br />and Watershed will have to reach an agreement on the <br />portion of the cost the Watershed will pick up. <br />Fahey asked if a storm sewer system was preferable to <br />retaining the ditch. Fahey pointed out that a ditch <br />is a maintenance nightmare. <br />The Engineer pointed out that the area is very flat. <br />Chris Drake pointed out that a holding pond near <br />Gervais Lake could only collect water, and would not <br />collect sediment. In a large rain event, water would <br />be flowing too quickly for the pond to collect <br />sediments. <br />The City Engineer pointed out that it is only a concept <br />at this point. <br />Fahey pointed out that the City of Maplewood recently <br />acquired property for open space use just east of <br />Arcade Street. Fahey suggested this property may be a <br />good location for a holding pond. <br />The Engineer replied that that is a possibility which <br />can be considered. <br />Drake pointed out that run-off currently flows into a <br />5 <br />
