MINOTEB <br />CITY COUNCIL <br />DECEMBER 3~ 1996 <br />the slope of the street. Therefore, Drake did not feel <br />total reconstruction of this portion of Arcade was <br />necessary. <br />Fahey stated that it is a question of upgrading the <br />streets within the City, and pointed out that if <br />streets are torn up to put in water main, there is <br />usually the need to reconstruct the street. <br />Drake stated that it does not appear the properties in <br />Maplewood will be assessed for the improvement. <br />The City Administrator replied that the Maplewood <br />properties will be assessed. Maplewood will be holding <br />its improvement hearing some time in the future and are <br />planning to assess at a comparable rate. The <br />Administrator reported that the City still has some <br />design issues to resolve with the City of Maplewood. <br />Lee Swenson, 2879 Arcade Street, asked about the trail <br />pointing out that at the neighborhood meeting the <br />proposal was for a separated path. <br />The City Engineer reported that the recommendation is <br />for two 6-foot wide on-street shoulders. <br />One resident was concerned about posting the street as <br />no parking. <br />The City Engineer reported that if the street is posted <br />no parking, the City would issue parking permits for <br />social events. <br />Fahey stated that his position was to wait and see if <br />there is a parking problem on Arcade Street before <br />posting it. <br />LaValle asked how the path on Keller Parkway was <br />handled. <br />The City Engineer pointed out that Keller Parkway was a <br />County project. Keller Parkway has 5-foot paved <br />shoulders on both sides, but no concrete curb and <br />gutter. The absence of curb and gutter allows bikers <br />and pedestrians to get off the street quickly if they <br />need to. <br />Scalze felt the Arcade Street trail would be used much <br />less than Keller Parkway. <br />The City Engineer stated that the decisions the Council <br />9 <br />
