Therefore, Drake felt <br />reconstruction was not necessary. Drake did not <br />believe the road improvement would make his property <br />more valuable. <br />The City Administrator reported the work that was done <br />on the City's assessment policy and the attempt of that <br />policy to equalize assessments for property owners. <br />The Administrator also pointed out that the City will <br />use its total MSA allocation toward the Arcade Street <br />project. The City has set standards for its roads, and <br />improving the road will increase property values. The <br />Administrator pointed out that in past projects and <br />with the appraisals the City has obtained, the City's <br />assessment policy has generally been upheld. The <br />Administrator agreed that the assessments were a lot of <br />money, but pointed out that it is staff's opinion that <br />the improvement is necessary, and water main is needed <br />on Arcade Street between LaBore Road and Keller <br />Parkway. <br />Drake felt the County should have undertaken the <br />project since there would have been no assessment to <br />property owners. Drake pointed out that he seldom uses <br />Arcade Street, and questioned paying $45 per front foot <br />for the improvement. <br />Fahey again pointed out that a lot of time and scrutiny <br />has been given to the City's assessment policy. The <br />only alternative to assessing road improvements would <br />be to put the cost on general taxation. This would <br />make property owners who have paid assessments in the <br />past unhappy. Fahey stated that the Council hopes that <br />bids come in under estimate and that costs can be <br />decreased. <br />Drake questioned reconstructing the road with 8 inches <br />of Class V, feeling that the deeper the reconstruction <br />the more likely it will be that poor soils will be <br />found. <br />The City Engineer reported that five soil borings have <br />been done along Arcade Street and a variety of soils <br />have been found. The Engineer stated that water in the <br />roadbed will deteriorate the street. The design of <br />Arcade Street as well as the ditch improvements will <br />keep water from the roadbed. <br />Drake pointed out that to water is held on the portion <br />of Arcade between LaBore Road and Keller Parkway given <br />8 <br />
