MINUTES <br />CITY COUNCIL <br />DECEMBER 18~ 1996 <br />Upon motion by Morelan, seconded by Scalze, the public <br />hearing was closed. <br />Mr. Morelan introduced the following ordinance and <br />moved its adoption: <br />ORDINANCE NO. 450 - AN ORDINANCE AMENDING SECTION <br />903.010 OF THE LITTLE CANADA CITY CODE, KNOWN AS THE <br />ZONING ORDINANCE, BY ESTABLISAING PROVISIONS FOR THE <br />REGULATION OF MOBILE HOME PARKS AS NON-CONFORMING USES <br />The foregoing ordinance was duly seconded by Scalze. <br />Ayes (4) Morelan, Scalze, Pedersen, LaValle. <br />Nays (1) Fahey. Ordinance declared adopted. <br />5calze stated that she was not sure the City should <br />lead a lobbying effort to get the State to change its <br />standards. <br />Fahey felt it was a reasonable request on the park of <br />the mobile home park owners that the City assist in a <br />lobbying effort to get the setback from parking area <br />changed. <br />Morelan pointed out that such a lobbying effort could <br />backfire in that the State may increase the setback <br />rather than decrease it. <br />John Konick stated that North Star Estates would <br />appreciate whatever help City staff can provide. <br />Konick pointed out that the Planning Commission made <br />this same recommendation. <br />Frank Graczyk pointed out that the parking setback does <br />not apply to Terrace Heights Mobile Home Park since <br />this park has on-street parking. However, Graczyk <br />pointed out that there may be some hardships caused by <br />enforcement of this standards in North Star Estates. <br />Graczyk asked if existing situations are grandfathered <br />in until changes are proposed in a particular <br />situation. <br />Fahey replied that that was correct. <br />Graczyk felt that adoption of the ordinance may deter <br />someone from upgrading their mobile home. <br />Morelan pointed out that these standards already exist <br />under State Statute, therefore, would have to be <br />complied with whether the City adopts the ordinance or <br />not. <br />12 <br />
